About this opportunity

This solicitation from the United States Agency for International Development (USAID) in Georgia seeks proposals for the Resilient Communities Program. The five-year program aims to strengthen resilience in up to 93 at-risk Georgian communities located along the Administrative Boundary Line with Abkhazia and South Ossetia through increased socioeconomic engagement, private sector development, improved employment and market opportunities. Offerors must describe their technical approach, staffing plan, and past performance. Proposals will be evaluated and the selected contractor must submit annual work plans and quarterly reports. The deadline for proposal submission is December 22, 2021.

The solicitation carries no set-aside designations. Relevant NAICS codes include 541611, 541618, and 541990, while the primary PSC code is R497. The estimated total budget for the five-year program is $22-24 million, including $9 million for cost-share grants and co-investments. Performance will take place in Georgia and target outcomes include jobs created, sales increased, and resilience indicators strengthened. The current incumbent contractor is not named.

Memorandum(s) of Understanding (MOU) with bp and Adjara Group, which can be found in the attachments to this Amendment.

Update #2 ·

The purpose of this Amendment to the Solicitation is to:

a) provide answers to questions from the prospective offerors;

b) incorporate revisions to the Solicitation document and provide revised Solicitation;

c) provide a copy of the List of Primary Target Communities.

Update #1 ·

USAID Resilient Communities Program will strengthen the resilience capacity of at-risk Georgian communities, improving their economic conditions and ability to mitigate economic and other shocks and malign influence. Targeted communities will include those along the Administrative Boundary Line (ABL) with Georgia’s occupied regions of Abkhazia and South Ossetia and may also include additional communities in other regions that USAID or the Program deem as being especially at risk. This will be done through increased socio-economic engagement within and between target communities and the wider country. The Program will provide the foundation for inclusive, sustained, and private sector-led socioeconomic development, support of market systems linked to regional and national markets, and improved and diversified employment opportunities, especially among women and youth. When taken together, these activities will result in strengthening target communities’ ability to be resilient and counter threats to their socio-economic well-being.
