Added: Aug 02, 2017 10:19 pm The purpose of this amendment of the Award Notice is to remove the description of the award posted on July 23, 2017 in its entirety and replace with the following:

"The purpose of this contract is to support secondary cities in Asia to become more resilient to a wide range of climatic impacts by increasing their access to financing, with special emphasis on leveraging private sector investment. This contract will establish a mechanism for USAID Operating Units (e.g., bureaus, and regional and bilateral missions) to increase urban resilience in Asia through the provision of technical assistance and capacity development services. Through this contract, USAID will support cities in the development of better resilience projects, and link those project ideas to financial resources outside the U.S. Government, thereby increasing urban resilience to climate-related shocks and stressors in Asia."

Added: Jul 23, 2017 11:49 pm The purpose of USAID Green Invest Asia is to support the scaling up of private investment in sustainable landscapes in Asia and contribute to efforts to reduce environmental damage of deforestation and related greenhouse gas emissions. The Activity addresses the problem of catalyzing finance into the agriculture, forestry and other land use (AFOLU) sector, in order to reduce environmental impacts of deforestation and to mitigate emissions of greenhouse gases.

The Activity will work to (a) identify investments by building a pipeline of ‘investment-worthy projects, (b) encourage investments by working with financial institutions and assist in the design and roll-out of green financing mechanisms, and (c) build a Community of Practice for Sustainable Landscapes Finance in order to foster knowledge-sharing and learning across countries and to address systemic issues that block the development and financing of low emissions land use management businesses.

Subject: Request for Proposals (RFP) No. SOL-486-17-000001 USAID Resilient Cities Asia

The United States Agency for International Development (USAID), Regional Development Mission for Asia (USAID/RDMA) is seeking proposals from U.S. or non-U.S., non-profit or for-profit organizations, in providing services in support of USAID/RDMA and USAID bilateral missions' climate resilient financing efforts in the Asia region as described in the attached Request for Proposals (RFP). USAID anticipates awarding a single award Indefinite Delivery, Indefinite Quantity Contract (IDIQ).

USAID anticipates that the maximum aggregate ordering limitation for the IDIQ contract resulting from this RFP will be $70 million over the period of performance. The maximum aggregate dollar value of task orders awarded to all contractors cannot exceed this Contract ceiling. There is no guarantee on the number of task orders that the successful contractors will receive or the amount of money beyond the minimum order guarantee set forth in the RFP. The North American Industry classification System (NAICS) code for this acquisition is 541990. The authorized geographic code is 937.


This procurement will be conducted under full and open competition procedures, pursuant to Part 15 of the Federal Acquisition Regulation (FAR) (48 CFR Chapter 1). Please refer to Section L for information regarding proposal requirements. Offerors should take into account the expected delivery time required by the proposal transmission method they choose, and they are responsible for ensuring proposals are received at USAID by the due date and time as specified on the cover page. Faxed proposals are not acceptable, nor will they be reviewed or evaluated.


Section L of the RFP sets forth all instructions for the preparation and submission of required proposal contents, including critical dates/times for the submission of questions, and the proposal submission closing date and time. Section M states the criteria by which proposals will be evaluated. Oral explanations or instructions given before award of the Contract will not be binding.


This RFP in no way obligates USAID to award a Contract nor does it commit USAID to pay any cost incurred in the preparation and submission of a proposal. Award of a Contract under this RFP is subject to availability of funds and other internal USAID approvals.

Further, be aware that amendments to solicitations are occasionally issued and will be posted on the same website from which you downloaded the solicitation. The purpose of this Amendment is to share the draft Section C: Statement of Work (Attachment A) to all interested organizations to allow them to be familiarized with the envisioned Indefinite Delivery Indefinite Quantity (IDIQ) contract. USAID is not requesting comments and is not accepting questions at this time. The information contained within this notice may change significantly subject to final approval processes. Please note that a single award IDIQ is envisioned.


Prospective Offerors are advised that the estimate release date of the RFP is early January 2017. This procurement is subject to internal USAID approvals and the availability of funds. This Notice is NOT an Invitation for Bid (IFB) or a Request for Proposals (RFP) and in no way obligates the US Government to issue an RFP/IFB and/or award a contract.

Added: Nov 10, 2016 2:49 am The United State Agency for International Development's Regional Development Mission for Asia (USAID/RDMA) anticipates the issuance of a Request for Proposal (RFP) for an Indefinite Delivery, Indefinite Quantity (IDIQ) Contract with a ceiling of $70 million for the implementation of USAID Resilient Cities Asia. USAID intends to use full and open competition for this procurement and to release the solicitation within the first quarter of U.S. fiscal year 2017.

This IDIQ contract will support secondary cities in Asia to become more resilient to a wide range of increasing climatic impacts by increasing their access to financing. The primary objective of this effort is to design, prioritize, finance and implement climate adaptation actions in support of secondary cities' resilience and development goals. This will be accomplished by helping Asia's secondary cities to evaluate, select, develop, finance, and implement climate resilience initiatives that can be funded and financed by various financial sources (e.g., from public and private, domestic and international). The secondary objective is to support the primary objective by helping selected cities to develop and implement policies, strategies, and related plans for climate resilience, based upon urban climate resilience principles.

Assistance and services provided under the IDIQ will increase the capacity of secondary cities in the region to mitigate, adapt to, and recover from shocks and stresses caused by climate-induced events and stresses, and to transform themselves even with uncertainty and escalating climate risks. The services and assistance provided by this IDIQ will complement existing and planned efforts by USAID bilateral missions and other partners in Asia that help Asian secondary cities to become more resilient to the effects of climate change.

Prospective Offerors are advised that this procurement is subject to internal USAID approvals and the availability of funds. This is NOT an Invitation for Bid (IFB) or a Request for Proposals (RFP) and in no way obligates the United States Government to issue an RFP/IFB and/or award a contract. This notice satisfies the synopsis requirement in FAR 5.2. If a solicitation is issued, all necessary information will be supplied at the time it is posted at www.fedbizopps.gov.
