About this opportunity
This pre-solicitation notice seeks proposals to support the USAID/Zambia Program for Advancing Supply Chain Outcomes activity. The purpose of the program is to ensure sustainable access to safe and effective health commodities by strengthening Zambia's transportation and distribution systems from central medical stores in Lusaka to regional hubs and service delivery points according to ZAMMSA's schedules. Proposals are due by December 22, 2021 to improve the effectiveness and efficiency of distribution as well as ensure safe pick-up, transport and delivery of commodities with appropriate control mechanisms.
There is no set-aside designated for this opportunity. Current contractors supporting existing USAID logistics and health programs in Zambia may have relevant experience. The value and period of performance will be determined by proposals submitted in response to this pre-solicitation notice for the delivery of pharmaceuticals and medical supplies to support health programs in Zambia, as procured by the US Agency for International Development.
Notice text
The purpose of the USAID/Zambia Program for Advancing Supply Chain Outcomes (PASCO) is to ensure sustainable access to safe, effective, quality-assured, affordable lifesaving health commodities by strengthening the capacity for transportation and distribution systems, including participation of locally owned Zambian logistics organizations. It has two objectives:
Objective 1: Improve the effectiveness and efficiency of the distribution and transportation system by responding to the needs of the Zambian Government through the Zambia Medicines and Medical Supplies Agency (ZAMMSA) to deliver commodities from the central medical stores Lusaka distribution center to regional hubs and Service Delivery Points (SDP) according to ZAMMSA’s delivery cycle schedules.
Objective 2. Ensure the safe pick-up, transport, and arrival of commodities by providing appropriate control mechanisms and putting in place tools and processes that will prevent leakage, diversion, and detect possible theft throughout the geographic areas covered.
