About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command is seeking a contractor to provide comprehensive grounds and airfield maintenance services across approximately 3,207 acres. The contract encompasses recurring grass cutting, vegetation control, and groundskeeping services divided into two functional areas: airfield maintenance (runways, taxiways, and infields) and training area and range maintenance. Key performance objectives include maintaining grass height between 6 and 12 inches on airfields to prevent wildlife nesting and mitigate Bird/Wildlife Aircraft Strike Hazard risks, while maintaining grass height not exceeding 6 inches on ranges and training areas to ensure clear lines of sight and reduce fire hazards. The contractor must furnish all labor, supervision, equipment, supplies, and materials necessary for safe and continuous operation of mission-critical infrastructure. Contractors must meet extensive compliance requirements including Anti-Terrorism Level I training, iWATCH training, and airfield driver's license certification. The pre-solicitation notice was posted on March 9, 2026, with a response deadline of March 16, 2026, and this period allows interested firms to provide feedback on the scope, specifications, and market conditions before the formal solicitation is issued.
This opportunity is not designated as a set-aside, though the Sources Sought Notice indicates the government intends to pursue a small business set-aside if two or more qualified small businesses respond with sufficient information. The incumbent contractor previously fulfilled this requirement through inactive task order W900KK-24-F-0158. The anticipated contract value falls within the $9.5 million small business size standard for NAICS code 561730 (Landscaping Services). The contract period runs from June 1, 2026, through May 30, 2031, consisting of a 12-month base period with two optional 12-month renewal years, structured as firm fixed-price with some "as required" contract line items. The requirement spans Fort Bragg, Pope Army Airfield, Simmons Army Airfield, and Camp Mackall, with work hours varying by location between 0630 and 0730 hours and closing between 1530 and 1630 hours, Monday through Friday, excluding federal holidays. All small business categories are encouraged to participate, including 8(a) Business Development Program firms, Small Disadvantage Businesses, Historically Underutilized Business Zone concerns, Service-Disabled Veteran-Owned businesses, and Women-Owned Small Businesses.
