About this opportunity

Air Force Research Laboratory (AFRL/RMZB) at Wright-Patterson Air Force Base, Ohio issued a Notice of Intent to Award Single Source on September 28, 2026 for two liquid chromatography instruments equipped with Triple Quadrupole Mass Spectrometer ion funnel technology, with a response deadline of September 29, 2026 at 2:00 p.m. Eastern Time. This is a sole-source procurement to Agilent Technologies, Inc. under 10 U.S.C. 3204(a)(1); Agilent is the only vendor capable of supplying the required instruments and proprietary MassHunter software.

The equipment supports the United States Air Force School of Aerospace Medicine (USAFSAM/OEA) Industrial Hygiene Laboratory's occupational health monitoring mission, specifically analyzing regulated airborne isocyanates in spray paints and coatings using an ISO 17734-compliant in-house method recently accredited by the American Industrial Hygiene Association (AIHA). Secondary applications include evaluation of PFAS-PFOA and other regulated organic analytes. The procurement requires the Agilent 6495 LC-QQQ-MS system with Infinity UHPLC, diode array detector, MassHunter software suite, PFC-Free LC Conversion Kit, and associated databases; minimum 100-sample single-sequence capacity; and complete installation, training, and ongoing support. Two instruments establish operational redundancy and manage increasing sample workload; introducing alternative vendor software would invalidate validated LIMS data templates and compromise AIHA accreditation.

All responsible sources and authorized distributors may submit capability statements, quotations, or exceptions to the sole-source intent via email to jason.sav@us.af.mil. The Minimum Requirements Document (MRD) dated September 28, 2026 specifies detailed technical specifications.

Notice text

This requirement is for two (2) liquid chromatography instruments equipped with Triple Quadrupole (QQQ) Mass Spectrometer ion funnel technology in support of the United States Air Force School of Aerospace Medicine (USAFSAM/OEA)

NOTICE OF INTENT TO AWARD SINGLE SOURCE: The NAICS Code is 334516 – Analytical Laboratory Instrument Manufacturing. The Air Force Research Laboratory (AFRL/RMZB), located at Wright-Patterson AFB, Ohio, intends to award a sole source purchase order as authorized by RFO 12.102(a) to Agilent Technologies, Inc.

In order to comply with RFO 5.101(c)(4)(vii), the reason for lack of competition is as follows: Agilent Technologies, Inc. is the only vendor capable of providing the two (2) liquid chromatography instruments equipped with Triple Quadrupole (QQQ) Mass Spectrometer as they are the Original Equipment Manufacturer (OEM) and sole developer of the required MassHunter software. Please see attachment to this notice for additional details.

This Notice of Intent is NOT a request for competitive quotes or proposals. A determination by the Government for the competition of this requirement based upon responses to this notice is solely within the discretion of the Government. All responsible sources or authorized distributors may submit a capability statement that meets all the requirements in the attached Minimum Requirements Document (MRD) dated 28 September 2026, quotation, or exception to the intent to purchase on a sole source basis, which shall be considered by the Government via e-mail to Mr. Jason B. Sav at jason.sav@us.af.mil no later than Tuesday September 2026 at 2:00pm Eastern Time. Only responses received by this date will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
