About this file
This is a Minimum Requirements Document (MRD) for procurement of analytical laboratory instrumentation by the U.S. Air Force School of Aerospace Medicine (USAFSAM), Occupational and Environmental Health Division. The document, dated 28 September 2026, specifies requirements for two (2) Liquid Chromatography-Triple Quadrupole Mass Spectrometry (LC-QQQ-MS) instruments to support the Industrial Hygiene Laboratory's occupational health hazard monitoring mission.
The primary purpose is to analyze regulated airborne organic hazards, specifically isocyanates found in spray paints, coatings, varnishes, and lacquers, using an ISO17734-compliant in-house method recently accredited by the American Industrial Hygiene Association (AIHA). The instrumentation must match current baseline specifications (Agilent 6495 Triple Quad with Ion Funnel) to establish operational redundancy, prevent mission interruption during maintenance, and manage increasing sample workload. Secondary applications include evaluation of PFAS-PFOA and other regulated organic analytes.
Required specifications include a Triple Quadrupole Mass Spectrometer with ion funnel technology and AJS ESI source; Infinity UHPLC system with binary high-speed pump, multicolumn thermostat, 2-position/6-port valve for automated column switching, diode array detector with 10mm standard flow cell, pressure relief valve, and Instant Pilot controller; Windows 11 host PC; liquid nitrogen gas feed; two vacuum rough pumps; latest MassHunter software suite; PFC-Free LC Conversion Kit for PFAS-PFOA analysis; PFAS MRM and NIST-traceable databases; minimum 100-sample single-sequence capacity; and data export capability in CSV or XLS format for Laboratory Information Management System (LIMS) integration with editable EDD report format. The vendor must provide complete installation of all hardware and software, new instrument training, and ongoing support and consulting services.

MINIMUM REQUIREMENTS DOCUMENT (MRD)
Title: Liquid Chromatography - Triple Quadrupole Mass Spectrometry Instrument
Document Date: 28 September 2026
Background: The USAFSAM/OEAL Industrial Hygiene Laboratory (IHL) supports the occupational health hazard monitoring of Airmen by analyzing regulated airborne organic hazards—specifically isocyanates found in spray paints, coatings, varnishes, and lacquers—using an in-house method recently accredited as a new Field of Testing by the AIHA. To meet the rigorous demands of ISO17734 method requirements, manage an increasing sample workload, and eliminate single-point-of-failure risks, the IHL must expand its capabilities beyond its single existing instrument. Procuring two (2) additional LC-QQQ-
MS systems matching the current baseline specifications (Agilent 6495 Triple Quad with Ion Funnel, Infinity UHPLC, multisampler, binary pump, multicolumn thermostat, and diode array detector) is critical to establishing necessary redundancy, preventing mission interruptions during maintenance, and ensuring the timely delivery of vital health hazard analyses.
Scope: USAFSAM/OEA requires two (2) liquid chromatography instruments equipped with Triple
Quadrupole (QQQ) Mass Spectrometer ion funnel technology to evaluate airborne isocyanate occupational hazards. The evaluation of other regulated organic analytes, such as PFAS-PFOA, is an anticipated use for this instrument configuration.
Requirement/Salient Characteristics: The Liquid chromatography-QQQ Mass Spec must possess the following salient characteristics:
• Shall be equipped with a Triple Quadrupole (QQQ) Mass Spectrometer featuring ion funnel technology.
• Shall include an AJS ESI source for the QQQ Mass Spectrometer.
• Shall be bundled with a host PC running on the Windows 11 operating system.
• Shall operate with a liquid nitrogen gas feed.
• Shall include two (2) vacuum rough pumps for the mass spectrometer.
• Shall include the latest version of the MassHunter software suite.
• Shall be capable of exporting data in a custom comma-delimited (CSV) or XLS format for import into the Laboratory Information Management System (LIMS). The EDD report format must be editable to integrate with the current LIMS.
• Shall have a minimum sample run capacity of approximately 100 samples in a single sequence.
• Shall include a UHPLC system with the following components:
o Binary (High-Speed) Pump o Multicolumn Thermostat (MCT) Column Compartment o Valve Drive with a 2-position/6-port valve for automated column switching o Diode Array Detector (DAD) with a 10mm Standard Flow Cell Cartridge and a Test Cell o Pressure Relief Valve o Instant Pilot controller
• Shall include a PFC-Free LC Conversion Kit for PFAS-PFOA analysis.
• Shall include all necessary accessories and columns for PFAS analysis.
• Shall include PFAS MRM and NIST-traceable databases.
• The vendor shall provide for the complete installation of all units, hardware, and software.
• The vendor shall provide new instrument training and ongoing support/consulting.
