About this opportunity
The Air Force Research Laboratory at Wright-Patterson AFB issued a Notice of Intent to award a sole-source purchase order to Agilent Technologies, Inc. for two Liquid Chromatograph Inductively Coupled Plasma Mass Spectrometer (LC-ICP-MS) units supporting the United States Air Force School of Aerospace Medicine, with responses due by September 17, 2026 at 5:00 p.m. Eastern Time.
The procurement is authorized under 10 U.S.C. 3204(a)(1) on a sole-source basis because Agilent is the Original Equipment Manufacturer and sole developer of the proprietary MassHunter software required for data continuity and compatibility with the Industrial Hygiene Laboratory's validated analytical methods. The IHL currently processes over 3,700 samples annually and must transition from legacy Hexavalent Chromium IC-UV/Vis methodology to LC-ICP-MS analysis to meet American Conference of Governmental Industrial Hygienists Occupational Exposure Limits and comply with DAFMAN 48-146, Section 3.3.2. Awarding to another source would result in unacceptable mission delays and cost duplication.
All responsible sources or authorized distributors may submit a capability statement meeting the Minimum Requirements Document dated September 10, 2026, a quotation, or an exception to the sole-source intent by email to jason.sav@us.af.mil with subject line "Notice of Intent to Award SS - Liquid Chromatograph Inductively Coupled Plasma Mass Spectrometer (LC-ICP-MS)." The Government will consider all responses solely for determining whether to conduct a competitive procurement; this notice is not a request for competitive quotes or proposals.
Notice text
This requirement is for two (2) Liquid Chromatograph Inductively Coupled Plasma Mass Spectrometer (LC-ICP-MS) units in support of the United States Air Force School of Aerospace Medicine (USAFSAM/OEA)
NOTICE OF INTENT TO AWARD SINGLE SOURCE: The NAICS Code is 334516 – Analytical Laboratory Instrument Manufacturing. The Air Force Research Laboratory (AFRL/RMZB), located at Wright-Patterson AFB, Ohio, intends to award a sole source purchase order as authorized by RFO 12.102(a) to Agilent Technologies, Inc.
In order to comply with RFO 5.101(c)(4)(vii), the reason for lack of competition is as follows: Agilent Technologies, Inc. is the only vendor capable of providing the LC-ICP-MS Agilent as they are the Original Equipment Manufacturer (OEM) and sole developer of the required MassHunter software. Please see attachment to this notice for additional details.
This Notice of Intent is NOT a request for competitive quotes or proposals. A determination by the Government for the competition of this requirement based upon responses to this notice is solely within the discretion of the Government. All responsible sources or authorized distributors may submit a capability statement that meets all the requirements in the attached Minimum Requirements Document (MRD) dated 10 September 2026, quotation, or exception to the intent to purchase on a sole source basis, which shall be considered by the Government via e-mail to Mr. Jason B. Sav at jason.sav@us.af.mil no later than Thursday 17 September 2026 at 5:00pm Eastern Time. Only responses received by this date will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
Be advised that all correspondence sent via e-mail shall contain a subject line that reads “Notice of Intent to Award SS – Liquid Chromatograph Inductively Coupled Plasma Mass Spectrometer (LC-ICP-MS)”. Note that e-mail filters at Wright-Patterson AFB are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e., .exe, or .zip files). Therefore, if this subject line is not included, the e-mail may not get through the e-mail filters. Also be advised that .zip or .exe files are not allowable attachments and may be deleted by the e-mail filters at Wright-Patterson AFB.
