About this file

This is a Minimum Requirements Document (MRD) dated 10 September 2026 for the procurement of analytical laboratory equipment by USAFSAM/OEA (United States Air Force School of Aerospace Medicine, Occupational and Environmental Health Division).

The requirement is for two (2) Liquid Chromatograph Inductively Coupled Plasma Mass Spectrometer (LC-ICP-MS) units to support the Industrial Hygiene Laboratory's transition from legacy Hexavalent Chromium IC-UV/Vis methodology to modern LC-ICP-MS analysis. This procurement is driven by ACGIH Occupational Exposure Limits compliance needs and anticipated annual testing volume exceeding 3,700 samples to meet DoD/DAF analytical demand. Each system must include a dedicated Windows 11 computer and operate with Mass Hunter software featuring Advanced Acquisition and Chromatographic data analysis capabilities. Key technical specifications include: bio-inert liquid chromatograph components to prevent chromium contamination; a multisampler for high-volume throughput; a quaternary pump with extended pH range and high salt compatibility; a multicolumn thermostat; electrical requirements of 200-240 Vac 50/60 Hz at 24 amps with a separate chiller operating on 208-230 Vac 60 Hz at 12.2 amps; and custom comma-delimited data export format compatible with the Laboratory Information System. The vendor must provide complete installation at the designated facility, comprehensive online training, and ongoing technical support.

MINIMUM REQUIREMENTS DOCUMENT (MRD)

Title: Liquid Chromatograph Inductively Coupled Plasma Mass Spectrometer (LC-ICP-MS)

Document Date: 10 September 2026

Background: The Industrial Hygiene Laboratory (IHL) currently operates one (1) LC-ICP-MS instrument.

Transitioning the legacy Hexavalent Chromium IC-UV/Vis analytical line to modern LC-ICP-MS methodology is necessary to comply with ACGIH Occupational Exposure Limits (OELs). With an annual testing volume exceeding 3,700 samples, procuring two (2) additional LC-ICP-MS systems is essential to satisfy DoD/DAF analytical demand and support mission workload.

Scope: USAFSAM/OEA requires two (2) Liquid Chromatograph Inductively Coupled Plasma Mass

Spectrometer (LC-ICP-MS) units. This will give the Industrial Hygiene Laboratory (IHL) the capability for the analysis of Hexavalent and Trivalent Chromium in customer supplied samples.

Requirement/Salient Characteristics: The Liquid Chromatograph-Inductively Coupled Plasma-Mass

Spectrometer must possess the following salient characteristics:

• Shall come with a dedicated computer that runs on Windows 11.

• Shall be capable of ultra-low-level quantification of Chromium.

• Shall operate with Mass Hunter software with Advanced Acquisition and Chromatographic data analysis option.

• Shall export data in a custom, comma-delimited text format for import into a Laboratory

Information System. The Electronic Data Deliverable (EDD) report format must be editable to integrate with the current LIMS

• The Liquid Chromatograph components shall be bio-inert to prevent Chromium contamination.

• Shall include Multisampler for high volume throughput.

• Shall include Quaternary Pump with extended pH range and high salt compatibility.

• Shall include Multicolumn Thermostat (MCT).

• Shall operate on 200-240 Vac 50/60 Hz 24 amps (3 prong grounded plug).

• Shall include chiller that shall operate on 208-230 Vac 60 Hz 12.2 amps.

• Shall provide for the complete installation of the LC-ICP-MS systems at the designated facility

• Shall provide comprehensive online training and technical support.
