About this opportunity
The Department of the Air Force, United States Air Forces in Europe (USAFE), is conducting sources-sought market research for recurring inspection, preventative maintenance, emergency repair, and winterization/de-winterization services on its fire training simulators, with capability statements due November 16, 2026. No set-aside is used. The notice states that no solicitation is being issued and that it is not a Government commitment to issue one. Responses are information only, will not be treated as proposals, and receive no cost reimbursement. The work is classified under NAICS 811310 and PSC J069.
Scope covers Aircraft Fire Training Facilities and Mobile Aircraft/Helicopter Trainers (LPG-fueled fixed and transportable live-fire mock-ups), Structural Fire Trainers (multilevel burn buildings, flashover chambers, and vehicle, dumpster, and industrial props), and non-fire confined space and HazMat rescue training units. Performance spans twelve installations: Germany (Ramstein Air Base, Spangdahlem Air Base, 435th Construction and Training Squadron), United Kingdom (RAF Lakenheath, RAF Mildenhall, RAF Alconbury, RAF Croughton, RAF Menwith Hill), Italy (Aviano Air Base), Belgium (Chièvres Air Base), Portugal (Lajes Field), and Turkey (Incirlik Air Base).
Required work includes one annual inspection per simulator covering structural, burner, gas delivery, electrical, and ventilation assessments, signed by a licensed Professional Engineer, with reports due within 10 calendar days of trip completion. Preventative maintenance is performed concurrently with inspections. LPG winterization must be completed by September 30 annually, with de-winterization between April 15 and May 1. The contractor must maintain 95% operational availability, respond to on-call remote support requests within two business days, resolve them within 24 hours, and perform minor corrective repairs at a blended hourly rate. Technicians require a minimum of three years' hands-on experience with live-fire training simulators and must comply with NFPA 1403, NFPA 70 (NEC), OSHA guidelines, and manufacturer specifications. Replacement parts above the Micro-Purchase Threshold require Contracting Officer approval and three competitive vendor quotes unless authorized under a GSA schedule.
Deliverables include a Quality Control Plan before contract commencement, a single dedicated Point of Contact with full contractual authority, an Annual Service and Travel Itinerary within 30 days of award, and Maintenance Action Records within 14 calendar days. Travel is reimbursed under FAR 31.205-46 per diem guidelines. Respondents submit a brief capability statement.
