About this opportunity

The Department of the Air Force Headquarters Air Force Academy is seeking a small business contractor to provide maintenance services for the USAFA High Wind Alert System (HWAS), a critical infrastructure supporting flying missions. The system consists of 12 solar-powered mini-weather stations linked by radio to a processor-server and monitor, which aid in forecasting wind conditions, aircraft turbulence, and other meteorological factors. Interested contractors must submit a capabilities package no later than February 19, 2025, at 2:00 PM MST, demonstrating their ability to perform maintenance and support for the weather monitoring equipment. The package must include the company's Unique Entity Identification (UEI), CAGE Code, SAM registration details, past performance on similar weather station maintenance, and comments on the draft Performance Work Statement. Evaluation will focus on the contractor's technical capabilities, experience with similar federal contracts, and ability to meet the system's maintenance requirements.

The contract is designated as a total small business set-aside under NAICS code 541990 with a size standard of $19.5 million. It is structured as a firm-fixed price contract with one base year and four potential one-year option periods, to be performed on and around the U.S. Air Force Academy in Colorado. The contractor will be responsible for providing all management, labor, tooling, and parts necessary to maintain the HWAS functionality, including monthly, 6-month, annual, and biennial inspections, as well as emergency repairs within 24 hours of notification. While no incumbent contractor is mentioned, the government is conducting market research to determine interest and capabilities of potential sources. The contractor must also provide details on potential teaming arrangements, subcontractor percentages, and the status of any subcontractors (small or large businesses). Successful bidders must be registered in the System for Award Management (SAM) database and submit their responses via email to the specified Air Force contract specialists.
