About this opportunity

The United States Air Force Academy's 10th Contracting Squadron is issuing a combined synopsis and solicitation for a firm fixed-price contract to procure a Chemical Compound Database, classified as a commercial software product under NAICS Code 513210. The database must contain a minimum of 150+ million organic and inorganic substances, 120+ million reaction and synthetic preparation data points, and over 50 million references with continuous coverage spanning at least 100 years. The procurement requires the database to be currently active with daily updates, meet American Chemical Society Accreditation Standards, and provide searchable access across multiple scientific domains including organic and inorganic chemistry, biochemistry, biology, medicine, and engineering. Evaluation will be conducted on price and technical capability, with consideration given to meeting minimum specifications, warranties, delivery schedule, and alignment with the Air Force Academy's mission priorities. The quote submission deadline is 10:00 AM Mountain Standard Time on January 22, 2026, and vendors must be registered in the System of Award Management (SAM) to participate.

This solicitation involves no set-aside designation and does not identify any current contractors or incumbents. The contract value has not been publicly disclosed in the solicitation materials. The base contract period runs from February 8, 2026 through February 7, 2027, with four optional 12-month renewal periods available through February 7, 2031, for a potential five-year performance window. Electronic delivery is required for all database access. The place of performance is Air Force Academy, Colorado 80840. A critical caveat is that funds are currently unavailable for this effort, and no award will be made until funding becomes available; the government reserves the right to cancel the RFQ at any time before or after the closing date and bears no legal liability for costs associated with quote preparation.
