About this opportunity

The Air Force Test Center seeks multiple Blanket Purchase Agreements for Qualitative Evaluation flight training services supporting the Test Pilot School at Edwards Air Force Base, with quotes due October 9, 2026. This is a Total Small Business set-aside issued as a Request for Quote under Simplified Acquisition Procedures; eight separate solicitations correspond to eight distinct aircraft platforms: T-2 Buckeye (FA930426Q5003), A-4 Skyhawk (FA930426Q5004), Daher Kodiak (FA930426Q5005), Cirrus Vision Jet (FA930426Q5006), Noorduyn Norseman (FA930426Q5007), Systems Platform Aircraft (FA930426Q5008), Lighter-Than-Air/Airship or Balloon (FA930426Q5009), and Jet Glider (FA930426Q5010). These solicitations are not intended to be combined; each operates as an independent acquisition.

Place of performance is Edwards AFB, California, or within 250 miles thereof, with sorties typically scheduled 2 to 4 times per calendar year during approved TPS fly days, Monday–Friday 0600–2000 hours except federal holidays. Each BPA carries a five-year ordering period with an optional six-month extension effective August 25, 2026, and supports approximately 12 flight hours per deployment with two deployments annually serving two TPS classes totaling 48 students per year.

All contractor personnel must hold FAA Commercial Pilot Certificates with minimum 1,500 total flight hours including 250 hours in type; instructor pilots require FAA Certified Flight Instructor credentials with at least 500 total instructor hours including 50 hours in type. For T-2 Buckeye and Cirrus Vision Jet services, prior USAF TPS instructional experience within five years or completion of a government-administered evaluation flight is required. Aircraft must maintain current FAA airworthiness certification, pass an AFTC-approved Subject Matter Expert inspection within 24 months of deployment, and include dual controls with two seats. Pricing submissions must include aircraft ferry hourly rates (dry and wet), aircraft hourly operating rates (dry and wet), and instructor pilot hourly rates; only first-year pricing is required, subject to annual review per FAR 12.201-1. Technical approach submissions cannot exceed 10 megabytes. Quotes must be submitted via email to jenny.meadlin@us.af.mil and justin.fobel@us.af.mil.

The NAICS code is 611512, Flight Training; PSC is U099, Education/Training—Other. Questions and answers posted in the attachments address solicitation-wide requirements. The government furnishes fuel (Jet A only), facilities, utilities, and selected support services; the contractor is liable for aircraft damage or loss and maintains airworthiness per 14 CFR Part 91. Performance is evaluated on in-flight instruction quality, aircraft and crew availability (100% for student missions), regulatory compliance, and workforce management with no more than two validated customer complaints annually.

The provision at FAR 52.212-2, Evaluation—Commercial Products and Commercial Services (Oct 2025) applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

***Please read the evaluation criteria closely. If vendor does not provide a full response, it will be found unresponsive***

The solicitation provides that quotations will be evaluated using a Best Value Continuum. The award will be made on the basis of the best value of each proposal as well as meeting/exceeding the acceptability of technical factors. The technical acceptability factor contains one subfactors: (1) Ability to provide the requested services, (2) in the required timeframe. The agency will first rank quotations according to best value, from highest value to lowest value, and will evaluate the highest ranked value quotation as either technically acceptable or unacceptable, reserving the right to evaluate additional quotations for technical acceptability if deemed to be in the best interest of the government.

Evaluation Factors:

1. Best Value

2. Technically Acceptability

The Government anticipates awarding more than one BPA resulting from this RFQ to those responsible offerors whose quotes are responsive to the RFQ and are considered to be the Best Value.  This is a competitive solicitation using simplified acquisition procedures and Best Value in which competing offerors technical performance and price will be evaluated to determine the award.  Technical areas are more important than Price.

The clause at RFO 52.212-4, Contract Terms and Conditions-- Commercial Products and Commercial Services (Oct 2025), applies to this acquisition.

Additional Contract Requirement or Terms and Conditions: N/A

Defense Priorities and Allocation System (DPAS): N/A

Quote Submission Information: It is the government's intent to award without discussions. Therefore, each initial quote should contain the offeror's best terms from a price and technical standpoint. However, the government reserves the right to conduct discussions if the Contracting Officer (CO) determines that discussions are necessary.
