About this opportunity

The US Army Corps of Engineers (USACE) Memphis District is seeking a qualified small business contractor to modernize the Whirley Crane 4601, a lattice boom crane used for transferring articulated concrete mattresses on the Mississippi River. The crane, operational since the early 1950s, requires a comprehensive update of its electrical and control systems, including replacing existing DC and AC generators with modern AC electrical drives and motors. Contractors must provide a turnkey solution that integrates new systems while removing unnecessary hydraulic and pneumatic components, and develop detailed design specifications for the proposed upgrade. Interested firms must submit a comprehensive capabilities package by June 30, 2025, which should include company information, technical capabilities, estimated delivery timeline, and a rough order of magnitude cost estimate. The submission must be made via email to contract specialists TiJuana Harris and Kendell Riley, and all respondents must be registered in SAM.gov.

The contract is designated as a total small business set-aside, focusing on the NAICS category 333923 for Overhead Traveling Crane, Hoist, and Monorail System Manufacturing. While specific budget details are not explicitly stated, the project involves a significant modernization of critical infrastructure at the Ensley Engineer Yard in Memphis, TN. The crane's current operation involves two diesel motors powering multiple generator systems and hydraulic mechanisms, suggesting a complex retrofitting process. No reimbursement will be provided for submission costs, and contractors will be evaluated on their ability to provide a seamless, integrated solution that meets the USACE's modernization requirements. The project represents an opportunity for small businesses with expertise in industrial crane systems, electrical drives, and marine equipment retrofitting to demonstrate their capabilities to a federal agency.

Notice text

The Whirley Crane, owned and operated by the US Army Corps of Engineers (USACE), is a lattice boom crane that has been in service since the early 1950s. It is used by the Revetment Branch to transfer articulated concrete mattresses (ACM) from the casting fields to waiting barges on the Mississippi River. The crane currently is operated by two (2) diesel motors powering DC generators, an AC generator, and the hydraulic systems for the crane and its barge. The DC generators power the boom hoist and the swing gear. The AC generator supplies power for the house and the attached claw used to move the ACM. The crane also has hydraulic and pneumatic systems onboard that control the main hoist and air brakes.

The Government is looking for capable Contractors to produce a turnkey product with all updated AC electrical drives and motors, updated cab control system meeting the requirements of the updated main hoist, and removing any superfluous systems (hydraulic, pneumatic, etc.). The proposed system should integrate seamlessly with the components that will remain. The Contractor will be responsible for providing the design and specifications of the system they are offering.
