About this opportunity

The U.S. Army Corps of Engineers Sacramento District has issued a Request for Information (RFI) seeking industry feedback on the feasibility of barge loading and unloading operations at Grand Island in Walnut Grove, California. This Special Notice, posted on January 6, 2026, is classified under the Heavy and Civil Engineering Construction category and represents a planning initiative rather than a formal contract solicitation. The RFI is designed to gather technical expertise and input from qualified industry professionals to support USACE's evaluation of barge transport viability for a future civil works project. Responses will inform the agency's planning efforts and help determine the operational and logistical feasibility of the proposed barge operations.

Respondents are required to submit detailed technical information addressing three primary areas: overall feasibility of barge operations considering bathymetric data and tidal influences, appropriate barge sizes and draft specifications suitable for the Sacramento-San Joaquin Delta region, and shoreline proximity limitations with loading and unloading methodologies. Electronic submissions must be sent to Contract Specialist Jessica Padilla at Jessica.Padilla@usace.army.mil by February 5, 2026, at 10:00 AM PST, with no set-aside restrictions limiting participation. The RFI explicitly clarifies that this inquiry is for information and planning purposes only and does not constitute a commitment to future contract awards. Interested parties may request the detailed surface dataset compiled by USACE Sacramento District by contacting the Contract Specialist, and respondents are encouraged to identify potential data discrepancies and indicate interest in participating in a potential "Reverse Industry Day" for additional discussions with USACE representatives.
