About this file
This Request for Information (RFI) is issued by the U.S. Army Corps of Engineers Sacramento District to assess the feasibility of loading and unloading excavated material via barge at Grand Island in Walnut Grove, California. The RFI seeks detailed technical information from potential respondents on three key areas: (1) overall feasibility of barge operations at the specified location, considering bathymetric data, topography, and tidal influences; (2) appropriate barge sizes and drafts suitable for the Sacramento-San Joaquin Delta region; and (3) shoreline proximity limitations and loading/unloading methods.
Responses are due electronically to Contract Specialist Jessica Padilla (Jessica.Padilla@usace.army.mil) by Thursday, 05 February 2026, at 10:00 AM PST. The document emphasizes that this RFI is for information and planning purposes only and does not constitute a commitment to future contract award. Respondents are encouraged to identify potential data discrepancies and may indicate interest in a potential "Reverse Industry Day" for further one-on-one discussions with USACE representatives. The RFI includes a map of the Grand Island location and provides contextual data such as tidal elevations from USGS gauging stations.

REQUEST FOR INFORMATION (RFI)
Subject: Feasibility Assessment of Barge Loading/Unloading at Grand Island located in Walnut Grove, CA
1.0 Introduction
This Request for Information (RFI) is issued to solicit information regarding the feasibility of loading and unloading material off Grand Island by barge. The information gathered in response to this RFI will be used to inform planning efforts to evaluate the viability of barge transport. Figure 1 below provides a map indicating the general location and the proposed loading/unloading zone at Grand Island.

2.0 Background
Based on data from the USGS Gage at Sacramento R a Rio Vista CA (USGS-11455420), the following tidal elevations are possible:
• Mean Lower Low Water (MLLW): 2 feet NAVD88
RFI - Feasibility Assessment of Barge Loading/Unloading at Grand Island, CA
• Mean Higher High Water (MHHW): 7 feet NAVD88
The following data sets and metadata are provided for informational purposes only:
• San Francisco Bay and Sacramento-San Joaquin Delta DEM for Modeling, Version
4.1 (https://data.cnra.ca.gov/dataset/san-francisco-bay-and-sacramento-san-joaquin-delta-dem-for-modeling-version-4-1 ). Respondents are advised that this data may not reflect current conditions.
• Methodology for Flow and Salinity Estimates in the Sacramento-San Joaquin Delta and Suisun Marsh (https://data.cnra.ca.gov/dataset/methodology-for-flow-and-salinity-estimates-in-the-sacramento-san-joaquin-delta-and-suisun-marsh/resource/84d4fd29-c839-4efa-82be-b58f7ed176db ). Respondents are advised that this methodology may not reflect current modeling practices.
• The referenced datasets were compiled to create a surface for the area of interest. Due to file size, to obtain this surface, submit a request to the Contract Specialist, Jessica Padilla, at Jessica.Padilla@usace.army.mil, and the file will be distributed via DoDSAFE.
No other data/documents will be made available outside of that provided for above.
3.0 Information Requested
Respondents are requested to provide information addressing the following areas. Please note that Sacramento District acknowledges the potential for discrepancies between the referenced bathymetric and topographic data and current conditions and encourages respondents to identify and address any such uncertainties in their responses.
• 3.1 Feasibility Assessment: Based on available bathymetric and topographic data (acknowledging potential discrepancies with cited sources), considering the specific location identified on the attached map (Figure 1), and tidal influences in the area, provide a general assessment of the feasibility of loading/unloading excavated material via barge at Grand Island.
• 3.2 Barge Sizes and Drafts:
• Identify common sizes of barges suitable for operation in the Sacramento- San Joaquin Delta, considering the limitations potentially imposed by the loading/unloading zone location (Figure 1) and generally accepted navigation practices.
• For each barge size identified, provide the approximate draft (depth of the hull below the waterline) under both empty and fully loaded conditions.

RFI - Feasibility Assessment of Barge Loading/Unloading at Grand Island, CA
• 3.3 Shoreline Proximity:
• Estimate the minimum distance barges of various sizes can approach the shoreline within the designated loading/unloading zone at Grand Island (Figure 1) for loading and unloading operations. Factors to consider include:
water depth, shoreline slope, potential for sediment disturbance, minimization of turbidity/fill to waterways, and navigational safety.
• Describe common methods used to load and unload barges where direct shoreline access is limited.
4.0 Response Format and Content
Responses should be provided in a clear and concise written format. All assumptions and data sources should be clearly identified and referenced. Please refer to Figure 1 when discussing the specific loading/unloading location.
Indicate interest in participating in a potential “Reverse Industry Day” to discuss provided responses further on a one-on-one basis with USACE SPK Representatives. Should responses indicate interest, a separate Special Notice will be posted to SAM.gov and respondents will be notified.
5.0 Submission Instructions
Electronic submissions are required. Please submit your response to the Contract Specialist, Jessica Padilla, at Jessica.Padilla@usace.army.mil by Thursday, 05 February 2026, at 10:00 AM PST.
