About this opportunity

The U.S. Army Corps of Engineers, Engineering District Savannah (USACE-SAV) is conducting market research to identify qualified geotechnical laboratory testing service providers for an anticipated FY 2026 requirement. The services sought include soil classification testing, aggregate testing, concrete and asphalt testing, compaction, permeability and consolidation testing, and chemical and physical property analysis. This pre-solicitation notice is purely for market research purposes and does not constitute a formal solicitation or contractual obligation. Interested firms must be located within a 150-mile radius of both Atlanta, Georgia and Savannah, Georgia due to sample transport requirements, turnaround times, and project support needs. Respondents are required to provide their physical laboratory facility address and confirm their location meets the geographic requirement. The response deadline is February 26, 2026, and the government will not reimburse any costs associated with responding to this questionnaire.

This procurement opportunity is designated as a Total Small Business set-aside, restricting competition to small business concerns. No information regarding potential incumbent contractors, specific award values, or budget ranges is provided in this pre-solicitation notice, as the government is still in the market research phase to determine appropriate acquisition strategy. The notice does not specify quantities of testing services required, project timelines, or other numerical details that would typically appear in a formal solicitation. Firms interested in this opportunity should submit their capability information through the provided online questionnaire link at https://forms.osi.apps.mil/r/c7DGf8Vwdg. The geographic requirement was recently expanded from a 50-mile radius to 150 miles on February 12, 2026, and the response deadline was correspondingly extended to accommodate this change.
