The services encompass a comprehensive range of historical support activities including primary and secondary research, writing and editing of historical studies, graphic design and publication support, archival and library services, conservation and digitization of materials, museum collection management, exhibit design and installation, oral history coordination, web development, and archaeological research. Prospective contractors must be small businesses registered under NAICS Code 541720 (Research and Development in the Social Sciences and Humanities) or 541990 (All Other Professional, Scientific, and Technical Services) and demonstrate experience performing comparable work within the past three years, qualified personnel including project managers, archivists, historians, and museum specialists, and the capability to coordinate multiple simultaneous projects. This is a Sources Sought announcement for informational and planning purposes only, with responses due by April 21, 2026, though formal quotes or proposals are not being solicited at this time. This procurement is set aside entirely for Small Business vendors, with no current incumbent contractor identified in the announcement. The anticipated contract structure is a five-year Blanket Purchase Agreement (BPA) Master Ordering Vehicle with individual BPA Calls not exceeding 12 months past the master agreement expiration, though no specific budget range or total contract value is disclosed in this market survey phase. The contractor must establish operations primarily in the Washington metropolitan area (District of Columbia, Maryland, and Virginia), with work supporting CEHO staff in Alexandria, the U.S. Army Engineer School at Fort Leonard Wood, Missouri, and the Center of Military History in Washington, DC. Required personnel include supervisory positions such as Supervisory Archivist, Supervisory Project Historian, and Supervisory Museum Specialist, along with supporting roles such as archivists, librarians, historians, archaeologists, exhibit designers, and museum technicians, each with specific education and experience requirements. Contractor employees must successfully complete background checks, security clearance investigations, and Level I OPSEC training within 30 days of employment, with digital archivists required to obtain and maintain a Secret clearance.
