About this file

This is a Questionnaire for a Request for Information (RFI) supporting an anticipated five-year Blanket Purchase Agreement (BPA) solicitation for Historical Support Services with the U.S. Army Corps of Engineers (USACE) Office of History (CEHO). The questionnaire is designed to gather capability and experience information from prospective contractors during the market survey phase of the contracting process. Respondents are required to provide organizational details including contractor name, address, point of contact information, CAGE code, and EID number, along with socioeconomic status certifications (Small Business, 8(a), SDVOSB, WOSB/EDWOSB, HUBZone, University/Non-profit). The solicitation is anticipated to be set aside for Small Business vendors with NAICS Code 541990 (All Other Professional, Scientific, and Technical Services), and prospective contractors must be registered in the System for Award Management (SAM) under this code.

The questionnaire requests detailed capability information including a Statement of Qualifications summarizing relevant experience from the past three years, particularly work performed for the Army/USACE, along with resumes of key personnel (Project Manager, Supervisory Archivist, Librarian, Supervisory Project Historian, Archaeologist, and Supervisory Museum Specialist). Contractors must demonstrate qualifications in coordinating simultaneous projects and certify their ability to complete at least 50 percent of required services internally, in compliance with FAR 52.219-14 subcontracting limitations. Respondents are also asked to provide feedback on the attached Performance Work Statement and estimate proposal preparation timeframes. Points of contact for questions are Giuseppe Mirrizi (Giuseppe.G.Mirizzi@usace.army.mil, 703-428-7081) and W. Dale Dewar (Wesley.D.Dewar@usace.army.mil, 703-428-6485).
