About this opportunity
The U.S. Army Corps of Engineers, Portland District, has awarded a sole-source contract to Norbit US LTD for repair of a NORBIT STX multibeam sonar system (Model NSS-14984-1), with an estimated contract value of $30,000 on a firm-fixed-price basis.
The sonar system sustained internal damage during operational failure and requires substantial repair and refurbishment. Norbit is the sole source capable of performing the repair because it is the original equipment manufacturer with exclusive proprietary technical expertise and components required to restore the system to full functionality and certify it. No practical alternatives exist; other repair sources would jeopardize equipment integrity and void applicable warranties. Market research confirmed that Norbit Controls operates two certified repair centers—one in Trondheim, Norway and one in Portland, Oregon.
The Hydrographic Survey Section of Portland District relies on the NORBIT STX to collect high-resolution survey data in support of the district's navigation mission. The system normally operates aboard the survey vessel Beeman in Coos Bay. It operates at 400 kHz nominal frequency with frequency agility from 200 kHz to 700 kHz to support a range of survey conditions.
The procurement is conducted under RFO 12.102(a) simplified procedures for certain commercial items. Contracting Officer Brandon Lasich determined the anticipated price of $30,000 fair and reasonable by comparing it against an Independent Government Estimate. Award was made on September 10, 2026, subject to availability of funds. Contract number W9127N26PA104; Norbit US LTD UEI: JT2GEAMJ9DK4; CAGE: 6P4L8.
