About this file
This is an RFO Part 12 Justification and Approval document for simplified procedures for certain commercial items.
The U.S. Army Corps of Engineers, Portland District, is procuring repair services for a NORBIT STX multibeam sonar system (Model NSS-14984-1) through a firm-fixed-price service contract with Norbit US LTD. The total estimated contract value is $30,000.00. The Hydrographic Survey Section relies on this sonar equipment to collect high-resolution survey data in support of the district's navigation mission. The system operates at 400 kHz nominal frequency with agility from 200 kHz to 700 kHz and is normally deployed aboard the survey vessel Beeman in Coos Bay. The sonar experienced operational failure and sustained internal damage requiring substantial repair and refurbishment to restore full functionality.
The justification for sole-source procurement under RFO 12.102(a) is based on NORBIT being the original equipment manufacturer with exclusive proprietary technical expertise and components required to perform the repair and full system certification. No practical alternatives exist; other repair sources would jeopardize equipment integrity and void applicable warranties. Market research confirmed NORBIT Controls (OEM) operates two certified repair centers—one in Trondheim, Norway and one in Portland, Oregon. Prior FPDS-NG awards to NORBIT US LTD (UEI: JT2GEAMJ9DK4; CAGE: 6P4L8) indicate sole-source history. The Contracting Officer, Brandon Lasich, determined the anticipated price of $30,000.00 to be fair and reasonable by comparing it against an Independent Government Estimate, and approved the sole-source justification subject to availability of funds.

RFO Part 12 Justification and Approval
Simplified Procedures for Certain Commercial Items
1. REQUIRING AND CONTRACTING ACTIVITY: U.S. Army Corp of Engineer, Portland District, 333 SW 1st Ave, Portland, OR 97204
2. DESCRIPTION OF ACTION:
This will be a firm-fixed-price service contract with Norbit US LTD for the repair of a Norbit Sonar Head.
3. Description of Services or Supplies:
The total estimated value of the proposed action is $30,000.00
Background: The Hydrographic Survey Section, Portland District (NWP), relies on the NORBIT STX multibeam sonar to collect current, high-resolution survey data in support of and mid-water depths and operates at a nominal frequency of 400 kHz, with frequency agility from 200 kHz to 700 kHz to support a range of survey conditions and operational requirements. Its compact, durable design supports rapid deployment and efficient integration aboard survey vessels. The NORBIT STX is normally operated aboard the survey vessel Beeman in Coos Bay.
The NORBIT STX NSS-14984-1 Sonar experienced an operational failure and was sent to NORBIT for inspection and evaluation. Based on its assessment, NORBIT determined that the system sustained internal damage requiring substantial repair and refurbishment to restore it to full functionality. As the original equipment manufacturer, NORBIT is the only source with the proprietary technical expertise and components required to repair and fully certify the sonar system. This contract will facilitate the required repairs and return the equipment to operational service.
4. AUTHORITY CITED: RFO 12.102(a) - For acquisitions valued at or below the simplified acquisition threshold (SAT), document the decision that only one source is available and the basis for the decision.
5. REASON FOR AUTHORITY CITED:
The NORBIT STX NSS-14984-1 Sonar experienced an operational failure and was sent to NORBIT for inspection and evaluation. Based on its assessment, NORBIT determined that the system sustained internal damage requiring substantial repair and refurbishment to restore it to full functionality. As the original equipment manufacturer, NORBIT is the only source with the proprietary technical expertise and components required to repair and fully certify the sonar system. This contract will facilitate the required repairs and return the equipment to operational service.
