About this opportunity
The General Services Administration Federal Acquisition Service is conducting a Request for Information on the Federal Identity Materials Program (FIMP) under USAccess, with RFI responses due August 14, 2026 at 12:00 p.m. ET. This is market research only; the RFI does not constitute a commitment to procure, responses are voluntary and receive no payment, and all responses become government property. GSA anticipates issuing a formal solicitation in Fiscal Year 2027, Quarter 2 through Quarter 3 for a multi-year recompete of the current Blanket Purchase Agreement expiring January 2028.
FIMP supports credential issuance across over 120 federal agencies and manages Homeland Security Presidential Directive 12 (HSPD-12) Personal Identity Verification (PIV) cardstock and personalization services for approximately 1.4 million credential holders. GSA seeks vendor input across 13 categories including federal HSPD-12/PIV program experience, security and durability innovations, NIST/FIPS/ISO and FICAM APL compliance, order models and surge capacity, systems integration, CUI and privacy protections, supply chain risk management, quality measurement, transition readiness, pricing constructs, post-quantum cryptography implementation roadmaps, and artificial intelligence applications for manufacturing and quality assurance. Physical PIV cardstock will remain a mandatory baseline under future BPA agreements, with requirements aligned to FIPS 201-3 standards. GSA is exploring alternate credential form factors, mobile enablement, derived credentials, and hybrid models alongside traditional PIV cards. Vendors may submit partial responses focused on specific innovation areas; teaming arrangements are acceptable. Responses should not exceed 30 pages with minimum 10-point font and 1-inch margins. The question period closed August 7, 2026; government responses to vendor questions are posted via amendment.
