About this file

This is a Request for Information (RFI) with Questions and Answers document for GSA's Federal Identity Materials Program (FIMP) under RFI 47QTCX26N0001, Amendment 0002 posted August 7, 2026.

GSA is conducting early market research to refine requirements and acquisition strategy for FIMP before issuing a formal solicitation estimated in Fiscal Year 2027, Quarter 2 through Quarter 3. The Government seeks industry feedback on solutions that provide intelligence regarding workflows, processes, and status to address pain points in the current FIMP operating model. Key requirements under development include AI-enabled capabilities that must align with the NIST AI Risk Management Framework and all relevant federal AI governance requirements. GSA is considering providing vendors with integration test environments, sample transactions, interface control documents, and test data to support response development and transition planning. The Government is open to structured vendor engagement activities such as technology demonstrations, production site tours, secure manufacturing process walkthroughs, and tabletop discussions to promote a level playing field and mutual understanding of requirements, though this RFI may constitute the final opportunity for feedback in this manner. All vendor questions and Government responses will be posted publicly via amendment without disclosing vendor sources. Draft solicitation documents may be posted in the future to allow vendors preparation time before final solicitation issuance, and GSA will provide maximum advance notice prior to solicitation release.

Amendment 0002 Posted 8/7/2026

Question Government Response Will FIMP align with GSA One Gov strategy and establish direct relationship with credential production and personalization provider?

The Government is currently conducting market research to include review of industry responses to this RFI. Industry feedback will be incorporated, as applicable, into the Government's requirement and to support its acquisition strategy. Vendors must adhere to Solicitation requirement but it's the vendor's business decision to determine best approach/strategy in its proposed response to the Solicitation.

Would GSA consider structured vendor engagement activities—such as technology demonstrations, production site tours, secure manufacturing process walkthroughs, or tabletop discussions—to help refine the Government’s requirements before release of a draft or final RFP?

Yes, GSA is considering all vendor engagement activities that promote a level playing field for all vendors and supports a mutual understanding of the Government's requirement.

Currently, the Government is reviewing our potential strategy, and best methods for evaluation to support this requirement.

This RFI is industry's opportunity to provide feedback and it may constitute the final time Government requests feedback, in this manner. Draft Solicitation may be posted in future, without feedback requested, but for the purpose of providing vendors an opportunity to view, begin preparation of its response in days leading up to Solicitation issuance.

Are there specific pain points or performance gaps in the current FIMP operating model that GSA would like industry to prioritize in RFI responses?

The Government would benefit from solutions that provide intelligence on workflows, processes, and status.

Can GSA provide additional context on the expected acquisition timeline, including anticipated draft solicitation, final solicitation, award, and transition milestones?

The Government is conducting early engagement with industry under this RFI to gain feedback to support market research and to incorporate industry feedback, as applicable, for requirement development. Yes, to the maximum extent practicable, the Government will provide as much notice, as possible, prior to Solicitation issuance. In addition, release draft Solicitation documents as available to support vendor response upon Solicitation issuance. Anticpated issuance of Solicitation is estimated FY27, Qtr 2- Qtr 3.
