About this opportunity

The Department of the Army, specifically the U.S. Army Aeromedical Research Laboratory (USAARL), is seeking qualified vendors to replace an existing 2-ton overhead hoist in support of mission-critical research on spinal injury criteria and aviator safety testing. This pre-solicitation notice is designed to identify potential contractors with appropriate Federal Supply Schedule or government contract vehicles who can remove the current Yale hoist and install a new hoist with specific technical requirements, including a 2-ton lift capacity, 40-foot lift distance, continuous run motor, and wireless remote control. Vendors are requested to submit a 10-page capabilities statement addressing their experience in hoist installation, expertise, and past performance by April 11, 2025, at 1400 ET. The evaluation will focus on contractors' ability to meet technical specifications, comply with OSHA regulations, and perform the work within specified support hours of 0800 to 1600, Monday through Friday. Respondents must also meet security requirements, including obtaining daily visitor passes and completing mandatory anti-terrorism and operations security training.

The contract will be a Firm Fixed Price (FFP) procurement under NAICS code 238290 for Other Building Equipment Contractors, with the work to be performed at Building 8825 Andrews Ave, Fort Novosel, Alabama. There are no specific set-aside designations for this opportunity, meaning it is open to all qualified vendors. While the exact award value is not specified in the documents, the scope involves complete removal of the existing hoist, installation of a new hoist, and proper disposal of the old equipment. Contractors will need to be registered in the System for Award Management (SAM), provide detailed business information, and demonstrate capability to execute the project within the specified timeframe. All submissions will become government property, and no costs will be reimbursed for preparing the Request for Information (RFI) response. Interested vendors must carefully review the Performance Work Statement and RFI document to ensure they can meet all technical and procedural requirements for this specialized equipment replacement project.
