About this opportunity
The Department of Commerce Office of the Secretary is seeking an Administrator for the United States country code Top Level Domain (.us or usTLD) to manage the .us domain registry and provide baseline registry management services. This is a no-cost contract to the government, with the contractor authorized to establish and collect fees from third parties subject to Contracting Officer approval for fairness and reasonableness. Key requirements include operating secure and resilient DNS services, managing approximately 2.175 million registered domains with ICANN-accredited registrar connections, implementing DNS abuse mitigation measures, ensuring registrant nexus compliance, maintaining comprehensive reporting and auditing capabilities, and preventing illegal content distribution including CSAM and opioids. The solicitation employs a two-phase evaluation process where Phase 1 submissions (due May 18, 2026 at 2:00 PM ET) consist of a 15-page Technical Volume I addressing demonstrated experience across six performance areas, while Phase 2 requires a 41-page Technical Volume II with detailed work statements and fee structures. Evaluation is based on three factors with confidence ratings (high, some, low), where technical capabilities and past performance are significantly more important than fee structure, and the government reserves the right to award based on best value considering public interest factors rather than lowest cost alone.
This solicitation is set aside as unrestricted with no specific set-aside designation applied. The incumbent contractor is Registry Services LLC (Contract No. 1331L519C13350044). The contract structure includes a 36-month base period (with up to 9 months for transition activities) plus four optional one-year periods for a total ordering period of seven years. Core registry services, including the usTLD registry database, DNS operations, and primary operations centers, must remain within the United States, with contractor staff supporting management and operations also required to be US-based. The contractor must be a United States entity incorporated in one of the 50 states, the District of Columbia, or U.S. territories, and proposals must be submitted by email to both the Contracting Officer (Jacqueline Brown at jbrown4@doc.gov) and Contract Specialist (Blen Gabriel at BGabriel@doc.gov) with Phase 1 responses due May 18, 2026, with government advisory down-select notifications scheduled for June 2, 2026, Phase 2 submissions due June 30, 2026, and contract award anticipated for August 18, 2026. Place of performance is Washington, DC, USA.
