About this file

This is a pricing template and instruction document for the US Top Level Domain (.usTLD) Registry Management Services solicitation (1331L526R13350002) issued by the Department of Commerce Office of the Secretary. The template serves as the Fee Overview tab within a larger Price Schedule workbook and provides detailed instructions for bidders to propose fees for domain registration and related services.

Bidders must complete the Fee Overview tab by inserting proposed unit prices for standard domain registration fees in yellow-highlighted cells and providing a comprehensive Fee Narrative that justifies how the proposed fees are within the public interest, reasonable, and market-based. The template includes fields for describing what services are included in the standard fees (such as DNS Abuse mitigation) and the renewal frequency for domain registrations. Additionally, offerors must map their Federal Supply Schedule (FSS) 70, Special Item Number 132-51 labor categories to the BPA labor categories, insert their FSS fully burdened hourly rates, propose percentage discounts from those rates, and calculate the resulting discounted BPA labor rates. The document emphasizes that offerors are solely responsible for verifying the accuracy of all data inputs and embedded formulas, and that pricing information from the successful offeror will be incorporated into the Blanket Purchase Agreement (BPA) at the time of award. Phase 1 submissions are due May 18, 2026.

Not sure if we really need this/if it makes sense to include… maybe we ask frequency instead (monthly, annual, one time, etc. ?)Total PriceFee Narrative (Include appropriate justification addressing how the proposed fee is within the public interest, reasonable, and market based. Include what the fee structure entails - i.e. Standard fee includes DNS Abuse mitigation? If "Other" for Frequency, please indicate the frequency here.)
