About this opportunity

The U.S. Department of State Office of Acquisition Management is seeking a qualified contractor to provide Local Guard Services to support the U.S. Mission in the Philippines. The contractor must establish organizational structure, management, and qualified staffing levels adequate to create a secure environment that prevents loss or injury to U.S. personnel, dependents, and property while deterring potential terrorist attacks and unauthorized access. Offerors must submit a completed Restricted Access Request form to Kenneth P. Bailey at BaileyKP@state.gov to obtain access to the full solicitation documents, which contain detailed requirements and Performance Work Statement specifications. The solicitation has undergone multiple amendments, with Amendment A001 providing Q&A responses and removing Section L.11.1.7, Amendment A002 extending the proposal deadline, and Amendment A003 establishing the final proposal due date of August 4, 2025 at 5:00PM ET. The procurement falls under NAICS code 561612 for Security Guards and Patrol Services and PSC code S206 for Housekeeping-Guard services.

This opportunity is designated as "No Set-Aside Used," making it available for full and open competition among all eligible contractors. The contract structure includes one base year with four optional one-year extensions that may be exercised at the government's sole discretion, creating a potential total contract duration of five years. The place of performance is specified as the Philippines, where the contractor will provide comprehensive security services to protect the U.S. Mission facilities and personnel. No specific award values, budget ranges, or incumbent contractor information are disclosed in the available solicitation materials. The restrictive nature of the solicitation documents, requiring special access approval, suggests this is a sensitive security contract with stringent confidentiality requirements for potential bidders.
