About this opportunity

The US Department of State is seeking contractor services to perform comprehensive Test and Balance (TAB) work for the cooling system at the US Embassy in Brazzaville, Republic of the Congo. The procurement specifically targets the air handling units (AHUs) serving the chancery building, which have been operational for 16 years and are experiencing performance inefficiencies as identified in the 2024 Annual Facility Condition Survey. The primary objectives include optimizing HVAC performance, enhancing energy efficiency, ensuring indoor air quality, and maintaining optimal climate control for sensitive processes. The TAB process will encompass airflow measurement, damper adjustment, system analysis to identify inefficiencies, and hydronic system evaluation, with the contractor required to provide both an initial assessment report and a final TAB report documenting findings, adjustments, and recommendations. The solicitation was posted on August 27, 2025, with responses due by September 15, 2025.

This opportunity does not utilize any set-aside designations and is open to all qualified contractors. The Request for Quote identifies two potential contractors, Precision Test and Balance and KSI Resources, suggesting these may be incumbents or preferred vendors. While the current funding amount shows as $0.00 USD, supporting documentation indicates a budget allocation of $169,500.00 for this project. The system includes 6 air handling units, 4 fan coil units, 3 chillers, 80 balancing dampers, 6 balancing valves, and various pumps, with the entire cooling system comprising air-cooled chillers and a chilled water flow specification of 6 liters per second. Work is scheduled to be performed at the US Embassy chancery building in Brazzaville, Republic of the Congo, with project completion targeted for March 31, 2025, and delivery required by September 30, 2025.
