About this file
This Statement of Work (SOW) details a Test and Balance (TAB) project for the US Embassy in Brazzaville's chancery building cooling system. The project involves a comprehensive evaluation of the air handling units (AHUs) that have been operational for 16 years and are experiencing performance inefficiencies, as identified in the Annual Facility Condition Survey (AFCS 2024). The primary objectives are to optimize HVAC performance, enhance energy efficiency, ensure indoor air quality, and maintain optimal climate control for sensitive processes.
The TAB process will include airflow measurement using specialized instruments, damper adjustment to balance air distribution, system analysis to identify inefficiencies, and hydronic system evaluation. The contractor will provide an initial assessment report and a final TAB report documenting findings, adjustments, and recommendations. The project is scheduled to start on 03/01/2025 and complete by 03/31/2025, with the goal of restoring the cooling system's optimal performance, improving occupant comfort, and ensuring the overall health of the HVAC system.

Overview
1.1 The US Embassy in Brazzaville requires services of the contractor to perform a comprehensive Test and Balance (TAB) for the cooling system, specifically the air handling units (AHUs) serving the chancery building. This system has been running for 16 years and has shown signs of operational inefficiency in recent years. This is reported in the Annual Facility Condition Survey (AFCS 2024).
2 Justification
2.1 The last TAB was conducted in 2008. In recent years, despite having adequate readings on key operational parameters (such as chilled water supply temperature, fan static pressure, and VFD speed values), the cooling assets have been underperforming. Over the last three years, these cooling units have struggled to maintain proper functionality to reach the supply air temperature setpoints. These issues have been verified during the last two BAS (Building Automation System) Preventive Maintenance sessions performed by Alabama Controls. Recommendations from these PM sessions have highlighted the need for both air and hydronic TAB to ensure the systems operate optimally.
3 Purpose and Objectives
3.1 The purpose of this TAB process is to adjust and balance the air and hydronic systems within the Chancery building HVAC equipment. This is essential to:
3.1.1 Optimize HVAC performance to manage, maintain and improve occupant comfort.
3.1.2 Enhance energy efficiency by ensuring proper system performance.
3.1.3 Ensure indoor air quality remains in the acceptable levels.
3.1.4 Maintain optimal performance of manufacturing or other sensitive processes that rely on proper climate control.
5 Test and Balance Process
5.1 During this TAB Process, the Contractor shall be responsible for the professional quality, technical accuracy while accomplishing the following activities:
5.1.1 Airflow Measurement: Utilize specialized instruments (e.g., anemometers, flow hoods, or pitot tubes) to measure the volume of air moving through ducts, diffusers, and grilles to ensure the proper airflow rates at each location within the building.
5.1.2 Damper Adjustment: Adjust dampers within the HVAC system to balance and fine-tune airflow distribution. This ensures each zone receives the appropriate amount of air, avoiding over or under-ventilation in any area.
5.1.3 System Analysis: conduct a thorough analysis of the system, based on collected data, to identify any imbalances, inefficiencies, or areas where the cooling system may be underperforming.
This includes checking for discrepancies in air distribution, chilled water temperatures, and the mechanical performance of key components like fans, coils, and pumps.
5.1.4 Hydronic System Evaluation: Perform checks and measurements on the hydronic side, which involves analyzing water flow rates, temperatures, and pressures in the chilled water circuit to ensure proper heat exchange and system efficiency.
5.2 Reporting:
5.2.1 Provide a detailed report that outlines all findings, adjustments, and corrections made during the TAB process. This will include:
5.2.2 A summary of airflow measurements and damper adjustments.
5.2.3 Identification of system inefficiencies or issues.
5.2.4 Recommendations for further action, if needed, to maintain system performance.
6 Deliverables:
6.1 Initial Assessment Report: Document the current state of the cooling system, highlighting any issues identified during the initial review.
6.2 Final TAB Report: A detailed report with all adjustments made, system performance results, and any additional recommendations for future maintenance or system upgrades.
6.3 Verification and Confirmation: Confirmation that the air and hydronic systems are now balanced and optimized.
7 Timeline:
7.1 Start Date: 03/01/2025
7.2 Completion Date: 03/31/2025
8 Conclusion:
8.1 The TAB process is critical to restoring the optimal performance of the cooling system in the chancery building, addressing issues caused by years of operational wear and tear. This will not only enhance the comfort of building occupants but also improve energy efficiency and ensure the overall health of the HVAC system.
