About this opportunity

The U.S. Customs and Border Protection (CBP) is conducting market research through this Request for Information (RFI) for the potential modernization of its Enforcement Action Statistical Analysis and Reporting System (E-STAR), a digital system used for reporting law enforcement incidents involving use of force, assaults against officers/agents, and vehicle pursuits. CBP seeks industry input on solutions ranging from incremental improvements to entirely new innovative approaches that can integrate with other technologies, provide rapid requirement updates without excessive costs, and deliver a user-friendly, adaptable system with advanced analytics capabilities including AI-driven functionality and predictive modeling. The modernized system must integrate with multiple CBP and DHS systems such as E3, IDVRS, FACTS, EGIS, ACADIS, and Border Enforcement Management Systems, while supporting mobile data entry, dynamic dashboards, and comprehensive reporting functionalities. Since this is an RFI for market research purposes only, there are no formal evaluation criteria, but vendors must respond to all questions in Section A to be eligible for the Industry Day. Critical dates include the RFI response deadline of 5:00 PM ET on July 10, 2025, and an Industry Day scheduled for July 24, 2025, at the CBP Advanced Training Center in Harpers Ferry, WV.

This opportunity does not specify any set-aside designations, and no incumbent contractors or current service providers are identified in the documentation. The RFI does not provide specific award values or budget ranges, as this is a market research effort rather than a formal solicitation. Key numerical details include the current E-STAR system containing 190 GB of tabular data with minimal images and serving approximately 149,000 unique users from 2017-2024. The anticipated contract structure would be for one year with four potential one-year option periods, totaling up to five years of service. The system must be hosted in a FedRAMP High authorized environment and support concurrent user access across CBP's law enforcement operations.
