About this opportunity

The US Army Health Contracting Activity at Fort Bragg, NC is seeking to procure urine analysis testing equipment and services through an Indefinite Delivery Indefinite Quantity (IDIQ) contract structured on a Cost Per Reportable Result (CPRR) pricing model. The procurement requires a contractor to provide four identical urine analysis chemistry and microscopic automation systems with associated peripherals, along with comprehensive non-personal services including personnel, equipment, transportation, reagents, maintenance, training, and supervision. The contractor must deliver FDA-approved systems capable of performing nine urine chemistries, specific gravity, color, clarity, and microscopic analysis, with the ability to interface with the MHS Genesis hospital computer system. The solicitation was issued on July 17, 2025, with the questions deadline set for July 28, 2025, and the final response deadline extended to August 11, 2025 at 08:00 AM EST following multiple amendments. Proposals will be evaluated as a commercial procurement under FAR Subpart 12.6, and only electronic submissions will be accepted.

This procurement operates under the unrestricted full and open competition format with no set-aside designation, classified under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a small business size standard of 1,500 employees. The contract will support an estimated annual testing volume of approximately 107,500 tests across chemistry and microscopy categories, with the anticipated contract period running from October 1, 2025 through July 31, 2030. Services will be performed at three locations: the main facility at Womack Army Medical Center on Fort Bragg, NC, and two outlying medical clinics (Clark Health Clinic and Robinson Health Clinic). The solicitation includes provisions for 25 training slots and requires comprehensive system validation and implementation phases. No incumbent contractor or specific budget range information is disclosed in the available documentation, though the CPRR pricing worksheet indicates a flat rate of $125.00 for the initial validation and implementation phase.
