About this opportunity

The Mission and Installation Contracting Command at Joint Base Lewis-McChord intends to solicit quotations for the removal, transport, and recycling of 96 uninterruptible power supply batteries by July 27, 2026 under a total small business set-aside.

This is a firm-fixed-price purchase order restricted to small businesses registered in SAM under NAICS 238210 (Electrical Contractors and Other Wiring Installation Contractors) with a size standard of $19 million. The contract covers removal and safe transport of 96 valve-regulated lead acid UPS batteries classified as hazardous waste—48 units from Building 3226 (Absolyte batteries) and 48 from Building 3963 (PowerSafe batteries)—located at Joint Base Lewis-McChord in Washington State. Period of performance is no more than 2 months from estimated start date July 27, 2026.

The contractor must provide all personnel, equipment, vehicles, supplies, tools, materials, transportation, and supervision to safely disconnect, remove, and package batteries with zero damage to government property, then transport them to a certified recycling facility in full compliance with local, state, and federal hazardous transportation regulations and environmental laws. Deliverables include a Quality Control Plan (due within 10 days of award), an Accident Prevention Plan (due within 15 days of award), Activity Hazard Analysis documentation before each activity begins, and a Certificate of Recycling. Operations are Monday through Friday, 0700 to 1600 hours. The contractor must comply with FAR 52.236-13 Accident Prevention requirements and U.S. Army Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1).

Past Performance is the most important evaluation criterion. Offerors must submit two to three examples of prior government work within the last three years involving UPS battery removal, including contract details, supported agency, scope of work, period of performance, and government point of contact for verification.

Potential offerors may submit comments by 10:00 a.m. PDT, July 6, 2026, to Wesley M. Reynolds at Wesley.m.reynolds.civ@army.mil.
