About this opportunity
The United States Marine Corps, specifically Marine Corps Installations East (MCIEAST), is seeking information from potential vendors for backup power systems maintenance, monitoring, and testing services. The pre-solicitation notice is a Sources Sought announcement focused on Uninterruptable Power Supplies (UPS), automatic and manual transfer switches, and battery systems supporting Command and Control network services. Interested vendors must provide detailed company information, including CAGE code, business size, potential small business certifications, GSA contract availability, and previous government agency contract experience. Responses are required by January 17, 2025, at 2:00 PM EDT, submitted via email to patricia.quinones@usmc.mil. The procurement will use NAICS code 335999 with a size standard of 600 employees, and vendors will be evaluated based on their capability to provide comprehensive backup power system support.
The pre-solicitation does not currently indicate a specific set-aside, leaving the opportunity open to various business types. The performance period is planned from June 1, 2025, through May 31, 2026, with four potential one-year option periods. Covered facilities include multiple Marine Corps installations in North Carolina and South Carolina, such as Camp Lejeune, MCRD Parris Island, MCAS Cherry Point, and MCAS Beaufort. While no specific contract value is mentioned, the requirements include 24/7/365 support, 4-hour emergency response times, and comprehensive maintenance of Emerson Network Power/Liebert systems. The contract will likely be structured as a firm-fixed-price GSA task order with monthly installments, requiring contractors to maintain specific insurance coverage and obtain proper base access credentials.
