PERFORMANCE WORK STATEMENT (PWS)

MCIEAST Facilities/ Redundant Power Support Services

Introduction.

This requirement is for the purchase of Backup Power Systems (Uninterruptable Power Supplies [UPS], Automatic and Manual Transfer Switches and Battery Systems) maintenance, monitoring and testing to support the Assistant Chief of Staff G6 (AC/S G6), Marine Corps Installations East (MCIEAST) who is responsible for the security, operation and maintenance of all Command and Control (C2) network services in the Region. As part of this mission, the AC/S G6 is responsible for the maintenance, monitoring, testing and refresh of Telecommunications/IT Facilities. This PWS identifies the redundant electrical power support requirements for the hardware and software installed and operating in these Government Owned Government Operated (GOGO) networking enclaves and facilities/environments. This contract will support extended software/hardware warranty maintenance for redundant power equipment aboard MCIEAST installations.

Scope.

As a result of the Marine Requirements Oversight Counsel (MROC) decision on 13 March 2007, the memo from the Assistant Secretary of the Navy dated 31 October 2007, and follow on MROC and ASN-RDA documents, the G6 has been assigned the task to rebuild, refresh and maintain an entirely new classified and unclassified services network under the Marine Air Ground Task Force (MAGTF) Information Technology (IT) Support Center (MITSC) located aboard Camp Lejeune. This new network will provide garrison NIPRNET (Next Generation Enterprise Network, (NGEN), and garrison SIPRNET services to the bases and stations within the MCIEAST Area of Responsibility (AOR). These enclaves support network(s) with Mail/File/Print/WWW and legacy applications, to include transition of mission essential services supported under the NMCI Continuity Of Services Contract (COSC).

Therefore, the equipment and software listed in Attachment (1) requires scheduled and on-call maintenance.

Specifics for each line item are included in Attachment (1). This will be a Firm Fixed Price (FFP) contract, which will be divided into 12 monthly installments.

Period of Performance: The period of performance is 1 June 2025 thru 31 May 2026 plus four (4) one-year option periods. The Government intends to issue a Firm Fixed Price task order against a GSA contract.

The contractor shall provide: Redundant Power (UPS, Automatic and Manual Transfer Switches and Battery Strings) software and hardware maintenance. Contractor shall be required to have four (4) hour response to service call and next day repair or replacement of failed equipment. Contractor shall provide software patches as required to meet (DoD, DoN and USMC) security mandates including, but not limited to Information Assurance Vulnerability Alerts (IAVA), Information Assurance Vulnerability Bulletins (IAVB), Defense Information Systems Agency (DISA) mandates, USMC Operational Directives (OpDir). These documents are available upon request. Contractor shall provide contact(s) for 24/7 live support via telephone.

The contractor shall provide: Testing, evaluation and monitoring of Redundant Power (UPS, Automatic and Manual Transfer Switches and Battery Strings) systems, to include hardware and software as described in Technical Compliance section for CLIN 0001.

This requirement must be supported by technicians/engineers that are trained and authorized to service brand name software/hardware listed in Attachment (1). This contract will include all software/hardware maintenance services for the Emerson Network Power, Liebert equipment listed in Attachment (1). Work will be ordered through Contracting Officer’s Representative (COR) with the Contractor by either telephone or e-mail. Each order will include: date of call or e-mail, contract number, and specific description of issue. The contractor shall be responsible for obtaining training, certification and licensing required supporting tasks performed under this contract.

Technical Compliance:

The contractor shall provide:

• Guaranteed Four (4) Hour on-site emergency response, 7 days/week, 24 hours/day

• 100% parts coverage

• Next Business Day repair or replacement of failed hardware.

• 24/7 live contact support through Liebert customer response center

• Software/firmware upgrades within 10 days of release

• One Semi Annual and one Annual Preventive Maintenance Service for the UPS

• Four Quarterly Preventive Maintenance Services for the Battery Strings

• 7X24 Monitoring to provide failure notification and system alert

• 7X24 Phone Support for troubleshooting

• Monitoring Devices shall be included and warranted, parts labor, during the term of the contract.

• Shall include Notification (ie. Email, page, fax, telephone)

Support.

Support Services Process

1- Request for Service. The Government will receive requests for service, via the Remedy Helpdesk, from the Marine Corps Installations East Bases, Posts and Stations and create a Customer Service Request (CSR), which will describe the specific failure of equipment by Make, Model, Serial Number and Location. This CSR will be forwarded to the contractor for action by means of telephonic contact or by e-mail. After hours contact will be accomplished by the Marine Air Ground Task Force (MAGTF) IT Support Center – East (MITSC-East) Watch Officer. The request for service will include the specific failure information. Contractor shall be required to have four (4) hour response to service call and next day repair or replacement of failed equipment.

2 – Inspection and Acceptance. Once work is completed the contractor shall notify the Contracting

Officer’s Representative (COR). Following notification the COR will review contractor deliverables as stated in the contract. Only the COR have the authority to inspect and accept/reject deliverables. The acceptance of deliverables and satisfactory work performance shall be based on timeliness, problem resolution or compliance. The COR will notify the Contractor immediately if the work is not accepted. Contractor is responsible to ensure services are performed in a satisfactory manner. The COR will evaluate the contractor’s performance in accordance with the Performance Requirements Summary (PRS) to ensure acceptable quality levels (AQL) of the performance standard are met.

Government Furnished Information Facilities

Government furnished information, such as building locations, required by the contractor for the performance of this contract will be provided with each task order. All information received remains the property of the United States Government.

There is no requirement for Government Furnished Facilities. If Vendor provides “On-site” maintenance, access will be granted as required.

Contractor Personnel

Contractor employees shall be proficient in their assigned tasks, present a neat appearance, and be easily recognized as contractor employees; by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges. No item of military clothing or clothing resembling military clothing may be worn. All employees of the contractor must be able to read, write, and understand English. It is the responsibility of the contractor to comply with all applicable laws regarding the hiring of individuals that are not U.S. citizens. The contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest nor shall the contractor employ any person who is an employee of the United States Marine Corps, either military or civilian, unless such person seeks and receives approval in accordance with Joint Ethics Regulations.

Contractor Responsibilities

The Contractor shall provide shipping and transportation as required. Government will not pay any travel or shipping expenses as part of this PWS. The Government will evaluate the contractor’s performance based on periodic inspection of end results, customer feedback/complaints, and by on-site visits to the contractor facility by the COR to observe the contractor’s quality control in action. Government personnel will not interfere with contractor’s operation during site visits.

SPECIAL CONTRACT REQUIREMENTS

CONTRACTOR ACCESS

Within five (5) days of contract award, the Contractor shall provide the following information on all personnel that will be providing services aboard the US Marine Corps Bases.

(1) A list of all employees including name, date of birth and mailing address.

(2) In order to obtain access to the US Marine Corps Base and obtain an identification badge, each contractor employee shall be required to present the following information to the Pass and Identification Office:

a. Documentation of a criminal records check from the state or county covering the previous two years.

Criminal records checks may be obtained from, but is not limited to the following sources: County Courthouse, Defense Security Service (www.dss.mil) and/or Info link Screening Services, Inc. (www.infolinkscreening.com).

Info link Screening Services is listed as another possible source to obtain a criminal background check. The Government does not endorse nor is it affiliated with Info link Screening Services.

b. Proof of immigration status. Acceptable documents include birth certificate, Immigration and

Naturalization Service (INS) forms, and passports.

c. Proof of employment.

d. Letter from contractor reflecting the contract number and term of the contract.

(3) If an employee is terminated prior to end of the contract, the contractor shall return the base identification card to the Contracting Officer.

(4) If no event will a contractor employee be permitted access to the US Marine Corps Base for the purpose of on-site performance without the documentation listed above. Failure to obtain this information will not result in extensions to contract start, delivery, or completion dates.

LIABILITY, AUTOMOBILE AND WORKMAN’S COMPENSATION INSURANCE

The contractor shall comply with provisions and requirements as contained herein:

Required Insurance (IAW FAR 28.306 (b)The contractor shall maintain insurance in the minimum amount specified below and as required by FAR 52.228-05, Insurance – Work on a Government Installation”, at its own expense, procure and thereafter maintain the following kinds of insurance with respect to performance under this contract.

a. Workmen’s Compensation and Employers Liability Insurance as required by law except that if this contract is to be performed in a state which does not require or permit private insurance, then compliance with the statutory Or administrative requirements in any such state will be satisfactory.

The required Workmen’s Compensation insurance shall extend to cover Employer’s liability for accidental bodily injury or death and for occupational disease with a minimum liability limit of $100,000.

b. General Liability Insurance. Bodily injury liability insurance, in the minimum limits of $100,000 per person and $500,000 per occurrence shall be required on the comprehensive form of the policy.

c. Automobile Liability Insurance. This insurance shall be required on the comprehensive form of the policy and shall provide injury liability and property damage liability covering the operation of all automobiles used in the connection with the performance of the contract. At least the minimum limits of $200,000 per person and $500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage shall be required.

CERTIFICATE OF INSURANCE REQUIRED

In accordance with the clause entitled “Insurance-Work on a Government Installation” ( FAR 52.228-5 ), the contractor shall furnish to the Contracting Officer, a certificate or written statement of insurance prior to commencement of work under the contract. The contract number shall be cited on the certificate.

-To gain initial access to the base, Contractors and/or Delivery Drivers must have in their possession: their contract number, delivery address, and sponsor’s contact information.

-Contractors must be registered in the Defense Biometrics Identification System (DBIDS). It is the Contractor’s responsibility to ensure all their employees and/or subcontractors are properly registered within DBIDS.

-DBIDS credentials will be valid for the duration of your contract, not to exceed three years; however, re-vetting of individuals' information will occur each year.

-Contractors requiring access for over 60 days will receive a credential valid for up to one year.

-Contractors requiring access for less than 60 days will receive a temporary paper pass.

-Contractor Common Access Card (CAC) Eligibility: Contractor personnel authorized CACs are exempt from DBIDS enrollment.

-If you have questions regarding base access, Contractor CACs, or DBIDS requirements, contact the Contractor Vetting Office (CVO). The CVO is located in Bldg. 818 adjacent to the Camp Lejeune Main Gate on Holcomb Blvd, just off NC Highway 24. The CVO is open Monday through Friday from 6 a.m. to 2 p.m. and closed on weekends and holidays.
