About this opportunity

The U.S. Department of Agriculture's Animal and Plant Health Inspection Service is seeking to procure and install an uninterruptible power supply (UPS) backup system for a server at its National Wildlife Research Center in Fort Collins, Colorado. The solicitation requires installation of a 25kW UPS unit on a 60-amp circuit for the main server rack, including a Galaxy VS UPS 25kW 208V with 2 internal 9Ah smart modular battery strings (expandable to 4), a Galaxy VS Maintenance Bypass cabinet, and an Emergency Power Off button. Key requirements include a mandatory site visit scheduled for February 23, 2026, at 10 a.m. Mountain Time, all materials must be onsite the day of installation, contractor personnel must possess valid driver's licenses, and work must be limited to one day during weekday business hours (7 a.m. to 4 p.m.). Evaluation will be based on lowest price technically acceptable approach, considering price reasonableness, technical capability with relevant electrical equipment experience, and past performance based on contractor reputation, schedule adherence, and conformance to specifications. The deadline for submitting questions is March 4, 2026, at 12 p.m. Central Time, and quotations must be submitted by March 11, 2026, at 11 a.m. Mountain Time (extended by Amendment 0001).

This solicitation is designated as a Total Small Business Set-Aside with a small business size standard of $19.5 million, and no incumbent contractors are identified. The estimated project magnitude ranges between $25,000 and $100,000, with a firm-fixed price construction purchase order anticipated for award. Work must commence within five calendar days of receiving the notice to proceed and be completed within 90 days, with a payment bond required within 10 days of award. The battery runtime requirement is less than five minutes, with the primary purpose being to bridge the gap between power outage and generator activation (approximately 30 seconds). Performance will take place at the Animal Research Building, 4101 Laporte Avenue, Fort Collins, Colorado 80521, and prevailing wage rates determined under the Davis-Bacon Act apply to this federally funded construction project.
