About this file
This document contains Questions and Answers (RFI responses) related to solicitation 12639526Q0042 for a UPS battery backup system for the Department of Agriculture Animal and Plant Health Inspection Service. The government clarified several technical specifications and installation requirements in response to vendor inquiries. Key clarifications include: an external wall mount maintenance bypass is acceptable without requiring a separate cabinet (a panel is acceptable for 10-30kW 208V or 20-60kW 480V applications); the government has no electrical one-line drawings available to share; the current server rack maximum load is approximately 30kW, and the government requests quotes for both 20kVA and 30kVA UPS units; no specific location has been designated for the Emergency Power Off (EPO) button installation, with preference given to the most cost-effective solution; and the bypass maintenance switch does not require a separate cabinet and can be installed as a panel with equivalent features.
The primary solicitation requires installation of a 25kW UPS unit on a 60-amp circuit for the main server rack, including a Galaxy VS UPS 25kW 208V with 2 internal 9Ah smart modular battery strings (expandable to 4), Start-up 5x8 or equal, a Galaxy VS Maintenance Bypass cabinet rated for single-unit 10-40kW 208V or 20-80kW 480V or equal, and an Emergency Power Off button. Battery runtime requirement is less than 5 minutes, with the primary purpose being to bridge the gap between power outage and generator activation (approximately 30 seconds). The RFI responses indicate the government's flexibility on equipment configuration and installation approach to accommodate cost-effective solutions.

RFIs and Responses, 12639526Q0042
· Is an external wall mount maintenance bypass acceptable or is cabinet required?
Bypass is acceptable.
· Do you have any electrical one-line drawings you can share?
No
· What is the current load of the server racks?
Our max load is about 30kW. Quotes for both a 20kVA or 30kVA would be best.
· Will a 20kVA or 30kVA UPS be acceptable?
Quotes for both a 20kVA or 30kVA would be best.
· Is there a specific location you would like the EPO installed at and an approximate distance from the server rack where the UPS is to be installed?
· Does the Bypass Maintenance Switch need to be in a cabinet? Or can it be a panel with similar features (10-30KW 208V, 20–60KW 480V)?
The bypass switch does not need to be in a separate cabinet, panel is fine.
· Is there a specific location you would like the EPO installed at and an approximate distance from the server rack where the UPS is to be installed?
No exact location has been designated. Looking for best fit and less expense.
