About this opportunity

The USDA Animal and Plant Health Inspection Service is seeking to upgrade and replace the lift station and sump pit pumping systems at the National Center for Applied Plant Protection facility in Laurel, Maryland. The current system consists of six Zoeller Model G294-E pumps installed in lead/lag configurations across three locations, but these systems have become obsolete due to multiple maintenance issues, antiquated equipment, and critical operational failures. The project requires installation of three new silt and solid handling pump systems with all necessary components including guiderails, supports, controls, valves, and piping modifications, with the new systems needing to be fully automated, high efficiency, and equipped with redundant features. The contractor must connect the new pump systems to existing site infrastructure and computer systems, and the pumps must be stock units to facilitate easy service and repair acquisition. The solicitation is expected to be posted on or about July 14, 2025, and interested parties should monitor the site for updates and amendments.

This procurement is set aside exclusively for small business concerns under NAICS code 237110 (Water and Sewer Line and Related Structures Construction) with a small business size standard of $45 million. The estimated project value ranges between $100,000 and $250,000, making it accessible to qualifying small businesses in the water and sewer construction sector. The current system configuration involves six pumps across three locations operating in redundant pairs, with the new installation requiring three complete pump systems to replace the existing infrastructure. Questions regarding this opportunity should be directed to Jim Roloff, the contracting officer, at james.g.roloff@usda.gov. The project timeline indicates immediate need due to the critical operational nature of the facility and the deteriorating condition of the current pumping systems.

Notice text

USDA’s Animal and Plant Health Inspection Service has a requirement to upgrade a lift station at the National Center for Applied Plant Protection facility in Laurel, MD.

Due to the multiple maintenance issues, antiquated equipment, and operational criticality for the facility, the current lift station pump system and downstream sump pump systems are obsolete and need replacing.  The current system uses six Zoeller Model G294-E pumps (two pumps in three locations) installed in lead/lag configurations for redundancy.  Several key components on the system are either deteriorating or inoperable, including deteriorating guide rails and supports needed for repair and/or replacement of the pumps.  The effluent discharge piping has been reworked several times due to clogging with silt and other materials and is undersized for its application, resulting in numerous clogs requiring labor-intensive maintenance.  Additionally, the discharge piping is not supported properly and routed improperly to facilitate proper function. The piping also blocks access to the adjacent pump control panels, creating an additional hazard for personnel maintaining the system.

The project includes installation of three new silt and solid handling pump systems within the lift station and downstream sump pump systems, including all required guiderails, supports, controls, valves, and piping modifications.  The pumping systems must be fully automated, high efficiency, and equipped with redundant features.  These features will ensure the system is effective and lead to consistent results without making the process cumbersome or inconvenient.  Contractor will connect the new pump systems to the existing site/building infrastructure and computer system.  Likewise, the pumps must be a “stock unit” for ease of acquiring service and repair.

The NAICS code for this project is 237110—Water and Sewer Line and Related Structures Construction, with a small business size standard of $45 million.  The estimated magnitude of the project is between $100,000 and $250,000.  The project will be set aside for small business concerns only.  The solicitation will be posted on or about July 14, 2025.

It is the responsibility of interested parties to monitor this site for the solicitation and amendments, if any. Questions concerning this synopsis should be directed to Jim Roloff, contracting officer, at james.g.roloff@usda.gov.
