About this opportunity

The US Department of Agriculture Agricultural Research Service (USDA ARS) is conducting a market survey to upgrade Programable Logic Computer (PLC) based Auto Throw Over (ATO) switches in two buildings. The agency seeks to modernize existing Square D/Schneider Electric equipment, including replacing an end-of-production Modicon Premium CPU, installing a new 15" Human Interface Machine (HMI), updating voltage and frequency sensing relays, and upgrading the control power UPS circuit. Interested contractors must be capable of performing modifications only through a manufacturer-certified representative licensed in Maryland. Potential suppliers are required to submit a capabilities statement indicating their business classification (Small Business, HUBZone, 8(a), SDVOSB, or Women-Owned Small Business) by April 14, 2025, at 10:00 AM CDT. Questions regarding the opportunity must be submitted to Mary Belcher by April 9, 2025, at 3:00 PM CDT.

This pre-solicitation notice is set aside for total small business participation and focuses on the electrical contractors and utilities construction sector (NAICS 238210). The project involves retrofitting, not completely replacing, the existing Schneider Electric/Square D system, with modifications targeting specific outdated components of the power infrastructure. While no specific award value is mentioned, the project involves complex electrical system upgrades for two buildings with 2000A SED Low Voltage Circuit Breakers. The existing equipment is 24 years old and currently non-functional, necessitating a precise, manufacturer-compatible replacement approach. The government will evaluate responses to determine if adequate sources exist for potential unrestricted competition, with the ultimate goal of maintaining the integrity of the current power system infrastructure.
