About this opportunity

The United States Department of Agriculture Forest Service is soliciting quotations for the upfitting of three 2025 Ford F250 LU87 patrol vehicles with aluminum flatbeds and comprehensive law enforcement equipment. The procurement requires contractors to install factory wiring integration, CENCOM Whelen lighting systems, Setina prisoner transport cage systems, vehicle striping and graphics, ceramic window tinting, AXON vehicle camera systems (on two vehicles), GEOTAB telematics devices, fire extinguishers, radio prewiring, Back Rack safety racks, and various computer mount accessories. Contractors must demonstrate technical acceptability through a sound and compliant approach to meet all requirements, with past performance evaluated as acceptable, neutral, or unacceptable based on references, prior USDA contract history, CPARS records, and other federal sources. The award will be issued to the offeror representing the best value using lowest price technically acceptable evaluation criteria, with only the lowest priced offer initially evaluated for technical acceptability. Quotations are due by 5:00 PM CST on April 10, 2026, and must be submitted via email to shannon.warren-davis@usda.gov, with all offerors required to maintain active registration in the System for Award Management (SAM).

This solicitation is designated as a Total Small Business Set-Aside under NAICS code 811111 (automotive repair and maintenance), with a small business size standard of $9 million. The USDA Forest Service has indicated a notice of intent for single source award from Dana Safety Supply, though the RFQ remains open to qualified small business competitors. All work must be completed within 60 days of equipment arrival, with the contractor responsible for vehicle transportation to and from the upfit facility located within 300 miles of the pickup locations in California's San Bernardino and Mendocino National Forests. The three vehicles identified for upfitting are located at Vallejo, California (94592), and completed vehicles must be delivered to R13 LEI Fleet in Roanoke, Virginia, with full operator manuals, warranty documentation, and Certificate of Origin paperwork. Service Contract Labor Standards apply with an Automotive Electrician wage rate of $28.18 plus fringe benefits, and all installations must comply with California regulatory requirements and Forest Service specifications for law enforcement vehicle markings and equipment configuration.
