About this opportunity

The U.S. Department of State, Bureau of Diplomatic Security (DS), Office of Acquisition Management, published this Special Notice on April 13, 2026, to announce an updated list of approved laboratories authorized to conduct Forced Entry and Ballistic Resistance (FE/BR) certification testing. The notice updates Table 8 Version 3 of the Commercial Test Labs Approved by DOS to Conduct FE and BR Tests to SD-STD-01.01, effective immediately, superseding the previous Table 8 Version 2 from October 2024. This update adds Susquehanna Labs (Maryland) as a new approved testing laboratory to the existing roster. The Special Notice applies to the Department of State's proprietary testing standard SD-STD-01.01 Revision H, which establishes certification requirements for building systems used in overseas diplomatic facilities.

The objective of this announcement is to inform stakeholders of the current approved testing facilities capable of certifying building systems for forced entry and ballistic resistance in accordance with DS standards. The eight currently approved laboratories are BRE Global (United Kingdom), Element U.S. Space & Defense (Maryland), Intertek Laboratory (Pennsylvania), Integrated Solutions for Systems, Inc. (Florida), National Institute for Aviation Research at Wichita State University (Kansas), Newtec Services (South Carolina), Susquehanna Labs (Maryland), and Oregon Ballistics Lab (Oregon). Testing facilities seeking approval must demonstrate comprehensive understanding of SD-STD-01.01, capability to meet established industry practices, effective communication with DS/PSD/RD, and willingness to perform both forced-entry and ballistic certification testing. The Department of State reserves discretionary authority to modify the approved list at any time, and interested parties may contact FEBRCerts@groups.state.gov for inquiries or to obtain electronic copies of the certification standard.
