About this opportunity
The U.S. Army Contracting Command - Rock Island has issued a Special Notice regarding an upcoming industry opportunity for the Quad Cities Cartridge Case Facility (QCCCF) located at Rock Island Arsenal, Illinois. This notice supersedes previous sources sought announcements and cancels a related cornerstone initiative. The Army, in support of the Joint Munitions Command and Project Lead for Joint Services, is seeking qualified sources from the United States and Canada to participate in a competitive Other Transaction Agreement (OTA) for the operation, maintenance, and prototype efforts of this Government-Owned, Contractor-Operated facility. The QCCCF encompasses approximately 180,000 square feet within Building 299, including manufacturing, storage, and administrative spaces dedicated to steel and brass cartridge case production. The facility maintains capabilities to produce various military cartridge cases including 105mm steel and brass cases, Navy 5" steel cases, and Bofurs 40mm brass cases.
The primary objective of this initiative is to strengthen the U.S. Manufacturing and Defense Industrial Base in alignment with Presidential Executive Order 13806, while fostering innovation and modernization through flexible government-industry partnerships. A competitive OTA Request for Solutions is anticipated to be released later this year, focusing on comprehensive facility operations, maintenance, and prototype development for both Department of Defense and commercial applications. Contractors are encouraged to propose innovative approaches that demonstrate the facility's potential value, though no production contracts are currently anticipated. Interested parties should monitor the SAM.gov posting for updates, with a Vendor Opportunity Day and possible facility tour to be announced. The notice serves purely informational purposes and does not constitute a formal solicitation or government obligation to award contracts.
