About this opportunity
The Department of the Navy Naval Facilities Engineering Command (NAVFAC EXWC) is seeking unmanned hyperbaric systems support services for shore-based projects worldwide. The solicitation requires offerors to provide technical support including fabrication, installation, maintenance, repair, and overhaul of unmanned hyperbaric systems. The contract will be a firm-fixed-price multiple-award indefinite-delivery/indefinite-quantity (IDIQ) with a 60-month ordering period and potential 6-month extension. The government intends to award up to three contracts and will evaluate proposals across six key factors: Technical Capability and Approach, Key Personnel, Safety, Small Business Utilization, Past Performance, and Price. Proposals must be submitted electronically via the DoD PIEE system by March 24, 2025, at 1600 PST, with a required minimum of 20% small business participation.
The solicitation does not have a specific set-aside designation and will be open to all qualified contractors. The estimated annual level of effort is 22,830 hours across 14 labor categories, with annual allocations of $217,200 for travel, $14,400 for other direct costs, $1.5 million for materials, and no specified subcontract budget. Performance will be centered in Port Hueneme, California, but services may be required at shore-based locations globally to support NAVFAC EXWC customers. The contract will involve supporting various naval facilities engineering and expeditionary warfare projects, with a focus on maintaining and servicing complex unmanned hyperbaric systems. Potential contractors should have extensive experience in marine equipment maintenance, repair, and technical support, with the capability to provide comprehensive services across multiple project types and locations.
