About this opportunity

This pre-solicitation notice seeks administrative and technical support services to plan and run three national unmanned aircraft systems challenges for the Public Safety Communications Research program through the National Institute of Standards and Technology. Services include challenge design, implementation, participant support and evaluation, as well as hosting live challenge events. Challenges will address exterior search and rescue using thermal imaging, indoor location tracking of first responders in complex structures, and security of drone control and data transmission. The period of performance is from June 2021 through September 2022, with nine deliverables due between 30 to 660 days after award.

The NAICS code is 611310 with a $27.5 million size standard. The total budget for prize awards across the three challenges is $400,000 each. Responses to the related sources sought notice will inform a potential small business set-aside competitive solicitation through beta.sam.gov, with responses requested by March 29, 2021. This requirement is not set aside currently, but if at least two qualified small businesses can fulfill the requirement, it will be set aside for small businesses.

It is a market research tool being used to determine potential and eligible business firms that can provide the product described herein prior to determining the method of acquisition.

The National Institute of Standards & Technology (NIST) seeks information from vendors that can provide administrative and technical support to run national competitions for the PSCR UAS Challenge Program according to the performance work statement attached herein.

This announcement is not a Request for Quotation (RFQ) and does not commit the Government to award a contract now or in the future. No solicitation is currently available. Additionally, The Government is not obligated to and will not pay for any information received from potential sources because of this sources sought announcement.  The results of this Sources Sought will be utilized to determine if any Universities or Academic Institutions exist for this requirement.  This market research tool is being used to identify potential and eligible firms of this NAICS-611310, prior to determining the method of acquisition and issuance of a solicitation.

Because of this Sources Sought announcement, NIST may conduct a competitive procurement on the System for Award Management (beta.sam.gov) and subsequently award a contract. If at least two qualified Universities or Academic Institutions are identified during this market research stage that can fulfil the requirement, in accordance with the requirement descriptions and detailed tasks listed in the Performance Work Statement, then this acquisition shall be solicited as such. However, NIST is seeking responses from all responsible sources--this requirement is assigned a NAICS code of 611310 Colleges, Universities, and Professional Schools with a small business size standard of $27.5 million in annual receipts. The specific purpose of this Sources Sought Announcement is to determine if there are Universities and Academic Institutions, within the parameters identified above, that can provide the specialized work identified in the Specifications Document.

Interested organizations that believe they can meet the requirement should submit electronic copies of their capability statement. Please limit responses to five (5) pages or less. Responses should include the following information:

1. Company Profile to include number of employees, office location(s), DUNS number and Cage Code.

2. Name of company that will provide the product.
3. Name of company that will manufacture the product.

4.  Specification sheets and examples of products that meet the Specifications attached herein.

5. Typical lead time to deliver the product after receipt of award to include installation time and any necessary training that is provided.

6. Identification and verification of the company’s size standard business status.
7. Any other relevant information that is not listed above which the Government should consider in developing our service requirement and finalizing our market research.

(Company sales brochures or marketing packages will not be considered).
