About this opportunity

The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is conducting market research to procure non-commercial components for maintenance and repair of Universal Modular Mast (UMM) on VIRGINIA and COLUMBIA Class submarines. The procurement will require manufacturing, testing, and delivering specific spare parts including Reed Card CCA, Electronic Converter Card CCA, and various nose, cylinder, and assembly components. Interested businesses are invited to submit capability statements not exceeding 5 pages, which must address corporate description, manufacturing capabilities, quality management system compliance (ASQ/ANSI/ISO 9001:2015), rough order of magnitude pricing, and estimated manufacturing timelines. Responses are due by May 1, 2025, with the solicitation planned for a Firm-Fixed-Price (FFP) contract and anticipated award in Q2/Q3 FY26. The evaluation will focus on technical capabilities, manufacturing expertise, and compliance with specified quality standards.

The pre-solicitation notice indicates no specific small business set-aside is anticipated, and the current incumbent is L3 Technologies, Inc. The contract will cover a 60-month period with maximum quantities specified for each component, such as 150 units of Reed Card CCA and 50 units of Electronic Converter Card CCA. While precise contract value is not explicitly stated, the comprehensive nature of the spare parts procurement and the specialized submarine mast components suggest a significant investment. The procurement falls under NAICS Category 336611 (Ship Building and Repairing) and PSC Category J019 (Maintenance/Repair/Rebuild of Ships and Small Craft Equipment). Potential contractors will need to demonstrate robust manufacturing capabilities, technical expertise in submarine component production, and ability to meet stringent maritime equipment specifications.
