The Department of the Navy Naval Supply Systems Command seeks procurement of one ultra-high performance liquid chromatography mass spectrometry unit for the United States Naval Academy Chemistry Department, with quotes due August 25 at 10:00 AM EST and questions due August 19 at 2:00 PM EST.

This is a Firm-Fixed-Price purchase order under FAR Part 12 for commercial items, NAICS 334516 (Analytical Laboratory Instrument Manufacturing), with no set-aside. Place of performance is Annapolis, Maryland, with required delivery no later than September 30, 2026.

The system must comprise one UPLC with photodiode array UV/Vis detector coupled to a multi-reflecting time-of-flight mass analyzer. Technical specifications include solvent blending capability supporting 2 pumps with up to 4 solvents (expandable to 9 with external valve), mass accuracy better than 500 ppb, mass resolution of 80,000 FWHM, and pump flow settable from 0.001 to 2,000 mL/min. All equipment and software must be new (no refurbished items), Trade Agreements Act-designated, country compliant, and sourced from a vendor authorized to distribute the MRT mass spectrometer. Quoters must be registered in SAM and submit electronically to Keisha Gordon-Blair at keisha.o.gordon-blair.civ@us.navy.mil.
