1. Background. The United States Naval Academy request to purchase a liquid chromatography mass spectrometry unit, specifically a ultra high-performance liquid chromatograph (UPLC) with a photodiode array (PDA) UV/Vis detector, coupled to a multi-reflecting time-of-flight (MRT) mass analyzer. This instrument builds research capacity broadly across the USNA Chemistry Department in the areas of analytical, synthetic, and biochemical research. Such research will support tenured and tenure track faculty to mentor and advise midshipmen future warfighters, both in and out of the classroom, in order to push the state of science forward, as well as to support the DOD mission of training combat-ready future naval and marine corps officers.

2. Objectives. The primary objective of this procurement effort is to purchase a new ultra high-performance liquid chromatograph (UPLC) with a photodiode array (PDA) UV/V is detector, coupled to a multi-reflecting time-of-flight (MRT) mass analyzer.

3. Scope. This procurement is exclusively limited to the purchase/installation of the UPLC with MRT mass analyzer. No longstanding/long-term maintenance contract is expected for this effort.

4. Requirements. The following requirements relate to this procurement effort:

1. The system shall include ultra-high performance liquid chromatography with solvent blending capability (2 pumps, up to 4 solvents).

2. The system shall include a multi-reflective time-of-flight (MRT) mass analyzer.

3. The system shall include a mass analyzer with high throughput analysis with high data quality, delivering mass accuracy better than 500ppb.

4. The system shall include a mass analyzer with high throughput analysis with high mass resolution, achieving mass resolution of 80,000 FWHM.

5. The system shall include a photodiode array (PDA) UV/Vis detector

6. The system shall include an UPLC pump flow settable from 0.001 - 2,000 μL/min, in 1 μL/min increments. The pump flow accuracy shall be less than or equal to ± 1.0% at 0.5 to 2.0 mL/min using 100% Solvent A, and the pump flow precision shall be ≤ 0.075% RSD or 0.01min SD, whichever is greater. The pump solvent composition shall be settable from 0.0-100% in 0.1% increments within a single method.

7. The system shall include an UPLC pump with external solvent select valve on one solvent line, to add an additional 5 solvents (a total of nine solvents).

8. The system shall be procured from a vendor that is able to distribute the MRT Mass Spectrometer.

9. All supplies and software shall be sourced in a manner that it can be operated at USNA. No products, hardware or software, may originate in countries which will prohibit its use (e.g., China, Iran, etc.). The vendor shall make clear the origin of all hardware and software for assessment for the entire system at closing of solicitation.

10. No refurbished items. Refurbished items are deemed unacceptable. All supplies and software shall be Trade Agreements Act-designated and countries origin compliant.
