About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Eustis is seeking a small business contractor to provide comprehensive parking support services for the United States Military Academy's Graduation events on May 23-24, 2025. The solicitation requires a contractor to manage parking operations for over 10 designated parking areas and lots at West Point, using a sequential parking approach that maximizes available space. Key contract requirements include providing a minimum of 45 personnel including parking attendants, supervisors, and an Emergency Operations Center representative, with strict performance standards for vehicle placement, communication, and operational efficiency. The evaluation will likely focus on the contractor's ability to meet precise performance requirements, including maintaining emergency vehicle access, providing detailed parking status reports every 30 minutes, and complying with security protocols. The proposal response is due by April 24, 2025, with critical operational times ranging from 4:45 AM to 1:00 PM on the ceremony day.
The contract is specifically set aside for Women-Owned Small Businesses (WOSB) under the North American Industry Classification System (NAICS) code 812930 for Parking Lots and Garages, with a size standard of $47,000,000. The place of performance is West Point, NY 10996, covering two specific events: the Graduation Parade on May 23, 2025 (7:00 AM-11:00 AM) and the Graduation Ceremony on May 24, 2025 (4:45 AM-1:00 PM). Contractors must adhere to specific wage determinations, including hourly rates and benefits as outlined in the U.S. Department of Labor Wage Determination No. 2015-4159. The contract will require personnel to wear specified uniforms, use required equipment like radios and traffic cones, and provide a Parking Operations Representative to report vehicle parking percentages. While no specific incumbent is mentioned, the contract involves supporting graduation ceremonies for over 80,000 military academy graduates, highlighting the significance of the parking support services.
