Responses to this notice are due July 9, 2026. This is strictly a market research notice and does not constitute a commitment to solicit or award a contract; respondents will not be reimbursed for participation costs.

The requirement anticipates an Indefinite Delivery, Indefinite Quantity contract with Firm-Fixed-Price task orders covering national and international relocation, storage, maintenance, assessment, and disposal services for diverse asset categories including chemicals, pharmaceuticals, hazardous materials, electronic cigarettes, domain names, digital assets, rare livestock, heavy equipment, gambling machines, specialized vehicles and aircraft, negotiable instruments, derivatives, real estate with encumbrances, and commodities. Place of performance spans all 94 federal judicial districts in the United States, U.S. Virgin Islands, Puerto Rico, Guam, and the Northern Mariana Islands, with international services available on a case-by-case basis.

The contractor must establish 24/7/365 availability and become operational within 14 calendar days of award, with demonstrated capability to respond within 24 hours. Key technical requirements include a web-based asset management system with real-time tracking, secure relocation with chain-of-custody documentation, climate-controlled storage facilities within the contiguous United States, condition inspections at minimum every 30 days, maintenance and repairs within two business days of discovered deterioration, and professional assessments within 10 business days. The contract period extends up to 30 months: a 12-month base period, one 12-month option period, and a possible six-month extension under FAR 52.217-8. Respondents should submit capability statements detailing staff expertise, in-house capacity, prior similar projects, and corporate management experience.
