Contractors must provide full-lifecycle capabilities including project and program management, systems engineering, cybersecurity support, equipment procurement, pre-installation testing, installation and integration, operational verification testing, training, and logistics support. Deliverables include Call Order Kickoff Briefs, Plans of Action and Milestones, Installation Design Plans (at 30%, 60%, 90%, final, and as-built phases), Site Survey Reports, software development and cybersecurity artifacts compliant with DoD 8500.1 and NIST SP 800-53, pre-installation test plans, cutover and transition plans, system verification test documentation, training materials, and logistics documentation; 95% accuracy required for most deliverables and 100% for critical items such as Lists of Materials and inventory tracking.

Place of performance includes multiple USMC shore installations across CONUS and OCONUS sites, including Japan, South Korea, and Okinawa. Security requirements include facility clearance at the Secret level, U.S. citizenship for all personnel, and compliance with DoD cybersecurity directives and controlled unclassified and sensitive compartmented information protocols. Respondents must demonstrate personnel certifications in AMAG Symmetry, Genetec SecurityCenter, Cisco/CompTIA, and SIRCOM; physical installation experience; and reseller or purchasing agreements with OEMs (AMAG, DMP, Genetec, Cisco, SIRCOM).
