About this opportunity
The United States Coast Guard is seeking a small business contractor to provide comprehensive water buoy services for three specified maritime locations in Alaska: Kwigillingok River Entrance, Unalakleet River Entrance, and Kotzebue Sound. The contract requires precise buoy fabrication, installation, maintenance, removal, and storage, with specific requirements for positioning, color-coding, and GPS tracking. Contractors must demonstrate capability to manage 27 total buoys across these locations, with the ability to replace damaged buoys within 72 hours and maintain strict communication protocols with Coast Guard offices. The solicitation will be awarded using a lowest-priced, technically acceptable (LPTA) evaluation method, with contractors required to submit electronic proposals by 3:00 PM Alaska Time on April 10, 2025. The anticipated contract award date is May 2025, with initial performance periods running from June 1, 2025, to November 1, 2025.
This opportunity is designated as a 100% small business set-aside, targeting contractors capable of navigational aid services in remote Alaskan waters. The contract includes a base period and two potential option periods, with a total contract structure that includes phased payments: 30% for initial installation, 50% for maintenance and removal, and 20% for winter storage and equipment transfer. Performance will be centered in Juneau, Alaska, with specific buoy management requirements at three critical maritime locations: 12 buoys at Kwigillingok River Entrance, 6 buoys at Unalakleet River Entrance, and 9 buoys in Kotzebue Sound. The contract falls under the North American Industry Classification System (NAICS) category 488390 for Other Support Activities for Water Transportation, with a Product Service Code (PSC) of Z2QA for repair or alteration of real property. While specific budget ranges were not explicitly detailed, the contract represents a significant maritime navigation support opportunity for qualifying small businesses.
