About this opportunity

The Government Publishing Office seeks digitization of approximately 51,000 microfiche cards (21,420,000 images) from the United States Army Reserve Command collection, with bids due September 29, 2026, via email to bids@gpo.gov by 11:00 a.m. Eastern Time. This is an Invitation for Bid with award based on lowest total price.

Place of performance is the United States, with pickup of 17 boxes from Fort Bragg, NC by October 16, 2026. The contractor must separate each card for scanning, perform light intervention as needed, and deliver scanned materials as single-page and multiple-page PDFs and FADGI 3-Star preservation master files on two FIPS 140-3 compliant encrypted hard drives. All scanning must conform to FADGI Technical Guidelines for Digitizing Cultural Heritage Materials, Third Edition (May 2023), at the FADGI 3-Star performance level. Deliverables include grayscale images, OCR capability, CSV metadata load files with unit name, year, and month per ARMD file naming convention, and text-searchable documents without compression.

The contractor must store all 51,000 cards for a minimum of six months pending approval, then shred and dispose of materials to particles measuring 1 mm x 5 mm or smaller with destruction certificates provided. All scans must be completed and hard drives delivered no later than September 30, 2027. Bid pricing covers three line items: microfiche scanning, shredding of 17 boxes, and transportation/pickup.

Contractor personnel must obtain Federal Tiered Background Investigation clearance (Tier 2 or higher) within 60 days of award and maintain chain of custody documentation. The contractor must operate under a Federal accredited moderate boundary network and comply with NARA standards and NIST 800-37 Risk Management Framework requirements.
